City of Hoopeston Council met September 5.
Here is the minutes as provided by the council:
I. Call to order
Mayor Crusinberry called to order the regular council meeting of the City of Hoopeston at 7:00 p.m. on September 5, 2017 at City Hall.
II. Roll call
Clerk Lane conducted a roll call. The following alder persons were present: Ankenbrand, Florek, Goodwine, Hamilton, Houmes, McElhaney and Yaden. Alderman Anderson was absent. Attorney Mockbee was present.
III. Approval of Agenda
Houmes moved to approve the amended agenda adding Executive Session to discuss Personnel with a second by Yaden. Amended Agenda was approved 7-0.
IV. Approval of minutes from last meeting
Clerk Lane read the minutes from the last meeting. Ankenbrand moved to approve the minutes seconded by Yaden. Minutes were approved as read 7-0.
V. Presentations
None
VI. Payment of Bills
Ankenbrand moved to approve payment of bills seconded by Yaden. Roll call vote taken and bills were approved for payment 7-0.
VII. Reports of Officers
a) Ankenbrand mentioned the blocked railroad crossing on Lincoln Street and the issue of the barricaded building downtown was brought up. No answers were available regarding the railroad crossing and the owner of the building has been found guilty and is charged.
b) Florek reported that the three year inspection of the water tower went well. Letters will be sent to residents where problems in the sewer system were detected by the smoke testing done by C-2 Engineers. It is hopeful that the issues will be resolved by September 1, 2018.
c) Alderman Goodwine opened the bid that was received for the Essex property. Only one bid was received and it was from Ross/Leemon Construction. Goodwine moved to accept the bid pending signing of documents between parties. Florek seconded the motion. Roll call vote taken and the bid was accepted pending the signing of documents between parties.
Hamilton reported that Clayton Cahoe was hired as full time police officer on August 25, 2017. He is undergoing training and will go through PTI. Hamilton also moved to approve Jenny Wisecup as auxiliary officer. Houmes seconded the motion. Roll call vote taken and motion passed 7-0. This brings up the total auxiliary officers to 14.
d) Yaden reported that employees are mowing and trimming trees at the cemetery.
e) Houmes reported that the North Side Park playground is open. Also he thanked the city workers for their help during the Sweet Corn Festival.
f) McElhaney had nothing to report.

XIII. Public Comment
Teri Prather read a letter to council regarding the flooding at her home and business and wondered when the city was going to resolve the issue. Discussion on what is being scheduled to remedy the situation was heard.
Nichole Clements reported on the Prairie Meadows Phase II project. The land has been cleared and it is projected that the project will be completed September of 2018.
XIV. Executive Session
Alderman Hamilton moved to go into Executive Session to discuss Land Acquisition and personnel. The motion was seconded by Houmes. Council voted to go into Executive Session at 7:50 p.m. with Harry Brockus being invited.
Hamilton moved to come out of Executive Session seconded by Ankenbrand. Council voted to come out of Executive Session at 8:45 p.m. No action taken.
Adjournment
Ankenbrand moved to adjourn second by Yaden. Council adjourned at 8:46 p.m.
