City of Gibson Skate Park Committee met Sept. 3.

Call to order at 7:00 pm by Mayor Dan Dickey. Roll Call:

Jr Alderman Abby Spiller, absent; Jr. Alderman Mady Schutte, absent 

Others present: City Superintendent Randy Stauffer, Admin Assistant Peg Stalter, Police Chief Adam Rosendahl, Jan Hall (WGCY radio), Nick Day, Abby McNutt and Todd McNutt (MCS), Paula Dickey, Marc and Kelli Petersen (Harvest Fest), Bill Kirby (Chamber of Commerce) and Theresa Rueck (Business owner). 

Pledge of Allegiance: led by Alderman Dennis Pardick. 

Approval of August 26, 2019 minutes: It was noted that Alderman Aaron Franks was present at the August 26th meeting. Alderman Dennis Pardick motioned to approve the corrected minutes; second by Alderman Denis Fisher. MC 8-0. 

NEW BUSINESS: 

A.) Consideration of Special Liquor License for Jay's Place in conjunction with Harvest Fest Event (Absurd Third). Mr. Kirby requested a special liquor license for Jay's Place on Sept. 14th from 4 pm to 6pm, in conjunction with the Harvest Fest Eventi Absurd Third) to allow service and consumption of alcohol beverages in front of their business. Alderman Susie Tongate motioned to approve a Special Liquor License from 4 pm to 6 pm at Jay's Place in conjunction with the Absurd Third for a fee of $1.00; second by Alderman Dennis Pardick. MC 8-0. 

B.) Presentation by Todd McNutt of MCS concerning Phase 3 of Downtown Revitalization Project. Todd McNutt presented an overview of the proposed Downtown Audio & Network Systems for downtown. Features would include background music which can be scheduled throughout the day/evening, Sonos sound system that allows music selections, including local audio inputs, 3 downtown audio zones to control volume and audio source, business advertising and community event notification, emergency intercom system which can alert on inclement weather, evacuations, etc. The wireless communications system include public Wi Fi available downtown and ties into the existing Wi-Fi at the North and South Parks. The system also includes a high definition camera at the corner of City Hall and ties into the existing camera system. Maintenance and support for the downtown system will be rolled into the existing support agreement. The sound machine licensed to play unlimited stations and millions of songs for $31.95/month was suggested and 24-28 speakers would be installed along Sangamon Ave. 

C.) Consideration and Discussion to approve Phase 3 of Downtown Revitalization Project involving the Sound system and Wi-Fi. Alderman Susie Tongate motioned to authorize Mayor Dickey to sign the quote and to approve Phase 3 of the project not to exceed $65,000.00; second by Alderman Aaron Franks, MC 8-0. 

D.) Consideration and Discussion to replace white limestone rock with matching river rock across from City Hall on the North side of East 8th Street. Business owner Theresa Rueck requested that the city replace the white limestone rock in order to bring a more appealing look to that side of the street, from the corner of Sangamon to Black and White (another business). Alderman Randy Wyant motioned to approve replacing the limestone rock with river rock from the corner of Sangamon to the alley on the north side of East 8th Street, not to exceed $1000.00 from the Street and Alley fund; second by Alderman Greg Houtzel. MC 8-0 

Adjourn: Alderman Aaron Kafer motioned to adjourn; second by Alderman Scott Davis. Council was poled with all in favor.
