Village of Homer Board of Trustees met October 16.

Here is the minutes provided by the Board:

Those present: Village Trustees: Joe Bear, Kevin Knott, Guy James, Mike Johnson, and Charles Montgomery, not present, Zach Wells, also present: Village Board President, Raymond Cunningham, Village Clerk, Sharon Jeffers, Treasurer, Cindy Pruitt, Chief of Police, John Rouse, Maintenance, Ryan Byerley, Sewer/Zoning, Dave Hermes, and residents and guests: Phil Mattox Marissa Harlin, Sonya Vickers, Billy Mitchell, and Crystal Allen.

Community input: Resident Marissa Harlin asked the board if a miniature pig would be allowed in the Village as a house pet. The board did not think that it would be considered a "barn animal' which is not allowed according to Village code. The board did not see a problem with owning the miniature pig.

Sonya Vickers, Ogden board member asked the board if they would like to enter into a mutual agreement with them for water in case of an emergency. To be voted on later in the meeting.

Board Comments: Personnel Committee meeting scheduled for Monday, October 30th, 7pm meeting with new employees. Building Committee will be meeting to discuss plans for pavilion/restroom plans on Monday, October 23 at 6:30. Concerns over brick storage was discussed, and will be brought up during budget.

Mutual Aid Agreement: Guy James made the motion to potentially enter into a mutual aid agreement with the Village of Ogden, agreement to be presented and approved at future meeting, Joe Bear second the motion, all in favor, motion approved.

Minutes: Charles Montgomery made the motion to approve Regular, TIF, and Library minutes as presented, Guy James second the motion, all in favor, motion approved.

Village Bills: Kevin Knott made the motion to approve payment of Village bills as presented, Guy James second the motion, roll call vote: Joe Bear, yes, Kevin Knott, yes, Guy James, yes, Mike Johnson, yes, Charles Montgomery, motion approved.

Reports: Guy James made the motion to approve Treasurer, Police, Maintenance, Water, Sewer, Zoning, and Village Hall reports as presented, Charles Montgomery second the motion, all in favor, motion approved.

•Discussed purchasing a rubber edge for the Snowplow

•Discussed renting chipper

•Discussed purchasing new battery tools for shop

•Safety Check needed at on bucket truck

Maintenance Building Repairs: Charles Montgomery made the motion to pour concrete pad at Maintenance Building with TIF funds not to exceed $500.00, Joe Bear second the motion, roll call vote: Joe Bear, yes, Kevin Knott, yes, Guy James, recuse, Mike Johnson, yes, Charles Montgomery, yes, motion approved.

Trees are to be removed from downtown when time allows.

Ordinance 101617: Guy James made the motion to pass Ordinance 101617, An Ordinance and Cemetery to the Code of Ordinances of the Village of Homer, with amendments to 11.12d striking President, and 11.15e striking President and adding board, Charles Montgomery second the motion, roll Call Vote: Joe Bear, yes, Kevin Knott, yes, Guy James, yes, Mike Johnson, yes, and Charles Montgomery, yes, motion approved.

Cemetery Board: Kevin Knott made the motion to appoint Joe Bear, Guy James, Raymond Cunningham, Brad Mohr, and Billy Mitchell to the Cemetery Board, Mike Johnson second the motion, roll call vote, Joe Bear, yes, Kevin Knott, yes, Guy James, yes, Mike Johnson, yes, and Charles Montgomery, yes, motion approved.

Conference attendance: Charles Montgomery made the motion to allow Clerk Sharon Jeffers, and Treasurer Cindy Pruitt, to attend IRWA Conference, not to exceed $400, Guy James second the motion, roll Call Vote: Joe Bear, yes, Kevin Knott, yes, Guy James, yes, Mike Johnson, yes, and Charles Montgomery, yes, motion approved.

Next meeting purchase of locator for water department

Belly Deli: Kevin Knott made the motion to approve TIF application from Belly Deli in the amount of $577.00, Charles Montgomery second the motion, Joe Bear, yes, Kevin Knott, yes, Guy James, yes, Mike

Johnson, yes, Charles Montgomery, yes, and Raymond Cunningham, yes, motion approved.

Downtown handicap parking must be changed by Ordinance. Ordinance will be prepared for next meeting. Suggested parking areas include all four corners of Main and First St.

Peace Meal: Guy James made the motion to extend agreement with Sara Bush/Peace Meal, Charles Montgomery second the motion, roll call vote: Joe Bear, yes, Kevin Knott, yes, Guy James, yes, Mike

Johnson, yes, and Charles Montgomery, yes, motion approved.

Halloween: Charles Montgomery made the motion to approve Halloween hours of 6-8, Guy James Second the motion all in favor, motion approved.

Adjourn: Mike Johnson made the motion adjourn. Guy James second the motion, all in favor, motion approved. Adjourn 8:48.
