City of Hoopeston City Council met July 16.

Call to Order

Mayor Crusinberry called to order the regular council meeting of the City of Hoopeston at 7:00 p.m. Tuesday July 16, 2019 at City Hall.

Roll Call

Clerk Lane conducted roll call. The seven council members present were Ankenbrand, Florek, Goodwine, Lawson, McElhaney, Wise and Yaden. Houmes was absent. Attorney Mockbee was also present.

Approval of Agenda

Florek moved to approve the agenda seconded by Lawson. Agenda was approved 7-0.

Minutes of Previous Meeting

Clerk Lane read minutes of the previous council meeting. One clarification was made regarding repairs that Diaz Construction would be making to the roof line of the building at 207 E Main. Ankenbrand moved to approve as amended with a second by Yaden. Amended minutes were approved 7-0.

Payment of Bills

Florek moved to approve payment of bills seconded by Ankenbrand. Bills were approved for payment by roll call vote 7-0.

Reports of Officers

Ankenbrand addressed a few issues with golf cart operations: Back seats not being buckled, drivers under 16, and kids hanging off the sides.

Florek reported a new employee has been hired for the water department. She also reported a sinkhole at the Seminary and 3rd, and a leak on Seminary close to Market St.

Goodwine summarized the Appropriation Ordinance and made the motion to adopt the appropriation Ordinance 2020-4. Yaden second the motion. Roll call vote taken Ordinance 2020-4 was approved 7-0. The bulk garbage collection is scheduled for Saturday July 20 from 6am to noon at City Hall. A photo I.D. and proof of living in Hoopeston and paying for garbage pick-up is required.

Wise addressed the number of trees needing removed in the city. The 240 plus trees will be graded by condition to determine which are removed first. At a committee meeting items discussed were hiring an employee to share between departments, unallowed waste being dumped at the slab, and whether to allow leaf burning since the city has the vacuum truck.

Lawson announced that the Fourth annual 911 Stair Climb will be September 7 at John Greer School. Cost is $25.

McElhaney reminded residents to check on neighbors in the next few days during the heat wave. The Civic Center and Courtroom are open as cooling centers.

Yaden reported that the Cemetery department is purchasing a new short bed truck from Ford Fleet for $34,000 and the city will be accepting bids for a dump bed and plow for the truck. The department’s red pickup will be sold to the Parks department for $18,000 and the 1975 dump truck will be disposed. In order to move funds to pay for the truck Yaden made the motion to amend the budget with a second from Goodwine. Roll call vote was taken, and the motion passed 7-0. Yaden then made the motion to transfer $18,000 from the Park Department to the Cemetery Department for the payment of the old truck. Goodwine seconded the motion. Roll call vote taken, and the motion was approved 7-0. Next Yaden moved to waive bids for the new truck with a second from Lawson. Roll call vote was taken, and the motion passed 7-0.

Communications to Council

J.C.s have requested use of McFerren Park for the Sweet Corn Festival. Mayor will authorize.

Unfinished Business

The asbestos inspection is to be done for the Cannon Property on N. Market St.

There have been no updates on the Essex building.

New Business

None

Comments by Mayor

Thanked all who donated for the fireworks display.

Public Comment

David Webber addressed council regarding the Illinois Cannabis Regulation stating that there could be benefits. He would like to organize a meeting and will get back to aldermen.

Another resident had question on who to contact when the garbage is not picked up? She had made calls but still it wasn’t picked up. Carl will follow up with her.

IX. Executive Session

None

Ankenbrand moved to adjourn seconded by Yaden. Council adjourned at 7:44 p.m.
