City of Hoopeston City Council met Aug. 6.

Here is the minutes provided by the council:

Call to Order

In the absence of Mayor Crusinberry, Clerk Lane called the regular Council Meeting to order at 7:00 p.m. on August 6, 2019.

Roll Call was taken.

All eight council members were present as well as Attorney Mockbee.

Mayor Pro Temp

Alderman Houmes moved to name Alderman Goodwine as Mayor Pro Temp with a second from Lawson. Voice vote taken and Goodwine was unanimously approved.

Approval of Agenda

Houmes moved to approve the agenda with a second from Lawson. Voice vote approved the agenda 8-0.

Minutes of Previous Meeting

Clerk Lane read minutes of last meeting. Florek moved to approve seconded by Houmes. Minutes were approved 8-0.

No Presentations

Payment of Bills

Houmes moved to approve payment of bills seconded by Lawson. Bills were approved for payment by roll call vote 8-0.

Reports of Officers

Ankenbrand mentioned the Commendation that Officer Dobkins received from the Alliance Against Intoxicated Motorists.

There were two auxiliary candidates that Ankenbrand recommended be approved. Florek seconded the motion. Roll call vote was taken and Brant Ramos and Corwin Allen were approved for the auxiliary 8-0.

Amanda Thorn has been hired as a dispatcher effective July 29.

IDOT has been notified of the sink hole on Route 9 near the Middle School. It may be repaired by the end of August.

Florek reported that the EPA found no violations at the Wastewater treatment plant.

The lagoons are being cleaned of sludge.

An old box culvert has caved in which has caused an issue at Young and Market. The sewer lines in the area were in good condition.

A portion of the lining of the 6th Street project has failed. The failure is rare so a it has been sent for analysis.

The swimming pool will close Sunday August 11.

Goodwine reported on the work to be done on two buildings downtown. He made the motion to hire Diaz Construction for $27,200 to side the walls at 203 E. Main and 207 E. Main. Houmes seconded the motion. Roll call vote was taken. Aldermen Ankenbrand, Florek, Goodwine, Houmes, McElhaney, Wise and Yaden voted aye, and Lawson abstained. The vote passed 7-0.

Representatives from Republic Services heard that the Saturday collections of bulk garbage have gone smoothly. Goodwine is working towards a final contract with Republic and will schedule a finance committee meeting to finalize.

Some complaints from customers were not having phone calls returned, and not doing disabled service to the curb.

Wise reported that tree removal is ongoing. He presented a draft for a Tree Removal Permit that council members can look over. The number of trees on the removal list continues to grow.

Yaden announced that bids for a dump bed and snow plow for the cemetery dump truck will be opened August 16 at 10 a.m.

Houmes announce that the city had received a grant from Keep Vermilion County Beautiful for landscaping around the Girl Scout House.

The Parks Department will have a truck to auction off through sealed bids.

New basketball nets and tennis nets have been ordered.

The asbestos inspection has been completed and the city will wait 10 days to demolish the Cannon Property structure on North Market St. Demo will be scheduled for August 16.

Lawson had nothing new to report on the Downtown Motel.

McElhaney had nothing to report.
