City of Monticello City Council met April 22
Here are the minutes provided by the council:
Mayor Stoner called the meeting to order and led the Council in the Pledge of Allegiance, and Alderman Burris led the Council in prayer. Roll call was then taken by the City Clerk,

A motion was made by Alderman Vogt, and seconded by Alderman Reed to approve the Consent Agenda items. The motion passed 10-0.
Mayor's Report:
Mayor Stoner read a proclamation honoring the Monticello Rotary Club and recognized the club's numerous services to this region. Thank you to Rotary! Mayor Stoner will present the proclamation at Rotary this week.
The mayor also welcomed two new businesses to downtown - Mary, Maude & Me at 300 S Charter, and Now & Zen at 330 N Market. Parklets for outdoor seating in downtown will be installed next week. The following upcoming events were noted: Garage Sale Weekend, Annual Allerton Plant Sale, Kirby Derby, Whites of Spring, and the Spring Boutique Bash.

Aldermen's Report:
Alderman Broadrick asked if the sidewalk issue on Washington Street that he reported at a previous meeting had been resolved. Terry Summers reported that Brett Baker is working with the homeowners to determine a good time to do the work.
Alderman Brock wished Alderman Vogt the best and appreciated her time on the City Council.
Alderman Woodham reported that last week Mar Forman, Officer Forman's son, broke a discus record at Monticello High School that had stood for 42 years. He will be competing at a meet in Collinsville on May 4th.
Alderman Vogt announced her resignation from the City Council, effective tonight, as she is moving out of Monticello. She has appreciated the collaboration with and support from City Council, and thanked City Staff and Terry Summers for the same. She thanked Mayor Stoner for his faith and trust in her.
Mayor Stoner stated he was sorry Alderman Vogt is leaving, and this was followed by a round of applause. Alderman Vogt will be missed.
Police Chief's Report:
Chief Bross thanked Alderman Vogt for her service and appreciates her spearheading the work on the area reunification drill. He informed the Council that Casey Wooten was hired today and will soon begin training. He reported that we are closer to getting free drug take-back boxes in other locations currently just one at MPD.
City Administrator's Report:
Terry Summers informed the Council that his report tonight is information that he and city staff have prepared regarding water and utility billing (attached). Brett Baker, Public Works Director, Scott Bailey, Water Plant Operator, and Jim Grabarczyk, Director of Planning and Development, were all present to answer any questions during or following the presentation. In addition, Maura Metcalf and Nancy Frazee were present for questions regarding utility billing. Mayor and Council appreciated this information and appreciated the attendance of the employees and input given.
Closed Session: Real Estate: Purchase or Lease (Buy) 5 ILCS 120/2(c)(5)
At 7:38pm a motion was made by Alderman Koon, and seconded by Alderman Pearcy, to enter into Closed Session 5 ILCS 120/2 ( c)(5) Real Estate: Purchase or Lease (Buy). Mayor Stoner stated that following Closed Session, no action would be taken in Open Session.
At 8:08pm, a motion was made by Alderman Brock, and seconded by Alderman Vogt to come out of Closed Session.
A motion was made by Alderman Vogt, and seconded by Alderman Broadrick, to adjourn the meeting at 8:08pm.
