Rantoul Village Board of Trustees met June 6.

Here is the minutes as provided by the board:

A regular Study Session of the Board of Trustees of the Village of Rantoul was held


at 6:00 p.m. Mayor Smith called the proceeding to order.

Roll Call

The Village Clerk called the roll, finding the following members physically present:

Mayor Smith and Trustees Hank Gamel, Sam Hall, Jennifer Fox, Rich Medlen, and

Chad Smith – 6. Trustee Workmen was on vacation.

The following representatives of Village departments were also present:

Jeff Fiegenschuh, Village Administrator; Scot Brandon Comptroller; Luke Humphrey,

Recreation Director; Greg Hazel, Public Works Director; and Village Clerk Mike

Graham.

Public Participation

Jack Anderson spoke about the need for a Third Party Independent Investigation

with respect to the Broadmeadow Storm Drainage project. Mr. Anderson formerly

asked the Board to appoint a Third Party Investigator to study this matter and report

back to the Rantoul Village Board of Trustees and the Champaign County

Authorities.

Debra Sweat spoke about the need for a Third Party Investigation with respect to the

Broadmeadow Drainage Project. Ms. Sweat, further spoke about the lack of

Transparency and Public notification with respect to search for a new Police Chief.

She further said that it appeared to her the Tony Brown chose not to run again for

the Position of Village Trustee because he was assured that he would be selected

as the new Chief of Police for the Village of Rantoul.

Wendell Golston also spoke about the Rantoul Police Chief Selection process and

the lack of Communication with the Citizens of Rantoul.

Jasmyne Boyce spoke about the Rantoul Farmer’s Market cancelation for 2017 and

the illegal transfer of $2519.00 from the Farmer’s Market Not For Profit Corporation

to the Village of Rantoul. The Village Administrator indicated that two of the

Farmer’s Market Board had indicated to him and Rebecca Motley, Economic

Development Director, that the Board had officially dissolved and that the money

was originally contributed from the Village of Rantoul from Hotel/Motel Tax Revenue.

Ms. Boyce said the Department of Treasury-Internal Revenue Service Regulations

required that any funds left after dissolution were required to be donated to another

Not for Profit organization and the Village of Rantoul was not entitled to a refund.

Ms. Boyce further indicated that she had been involved in the Rantoul Farmer’s

Market from the beginning and that she planned to have a Farmer’s Market in

Rantoul this year. Trustee Medlen asked if she had lined of vendors which she

responded in the affirmative. Trustee Medlen further asked if she needed any

startup funds and Ms. Boyce indicated that she did not need any funds at this time.

Jenney Park, Attorney with Meyer Capel in Champaign spoke about the proposed

Rezoning of the out-lot in the South Pointe Subdivision. She indicated that if this

Rezoning was approved the vacant land would be eligible to farmed. Ms. Park

indicated that any farming of this land would not penetrate the soil more than ten

inches during the cultivation and planting process of the Land in question.

Items from the Mayor

 Appointment of Micro Loan Committee, Jim Smith – term to expire in 2019.

 Appoint of Citizens Advisory Committee, Kathy Bergerson – term to expire in

2018.

Items from Trustees

Trustee Smith indicated that he had paid the Village of Rantoul $17,079.00 on Friday

June 2, 2017 with a Cashier’s Check for the amount he was billed in March of 2017

for the Quinlan Place Storm Sewer relocation.

Items from the Clerk

The Clerk had no items for this Study Session.

Items from Administrator

Jeff Fiegenschuh, Village of Rantoul Administrator, had the following items for the

Board;

 Housing incentive program for new construction.

 Wastewater Fee Adjustments.

 Approve Grant/CDBG Manager position.

The Board had no problems and all of the above noted items will be taken to the

Rantoul Village Board Meeting, Tuesday June 13, 2017.

 Approval of Bills and Monthly Financial Reports.

 Purchase of Electric Division Service Vehicle.

 Purchase of Sewer Division Service Vehicle.

 Rezoning out-lot of South Pointe Subdivision.

 Purchase of Public Works Administrative Vehicle.

 Purchase of Administrative Vehicle and Patrol Vehicle for the Rantoul Police

Department and Financing arrangement.

 Annual Prevailing Wage Ordinance.

The Trustees had no objections to these items being taken to the Regular Village

Board of Trustees meeting on Tuesday, June 13, 2017.

Adjournment

There being no further business to come before the Board, Mayor Charles Smith

declared the proceeding adjourned.

Meeting Adjourned at 6:53 p.m.
