City of Champaign City Council met Jan. 21

Here are the minutes provided by the council:

There being a quorum present, Mayor Feinen called the meeting to order at 7:00 p.m.

ROLL-CALL: Present: Vanna Pianfetti, Kathy Shannon, Alicia Beck, Jamar Brown, Michael Foellmer, William Kyles, Mayor Feinen

Absent: Matthew Gladney, Davion Williams

SPECIAL RECOGNITION:

Members of the Champaign County Radio Control Club ((CCRCC, Bill Spencer (President), Mark Overmier (Vice President), and Dan Landis (Former Vice President)), presented Mayor Feinen with an award for the City’s Support of the CCRCC.

Mayor Feinen, assisted by Police Chief Tyler, administered the oath of office to the following: Christian Borth, Police Officer; Matthew Locklear, Police Officer; and

Adrienne Southerland, Police Officer.

APPROVAL OF MINUTES: None

CORRESPONDENCE:

• Emails in opposition to a ceasefire resolution

CM Pianfetti, seconded by DM Kyles, moved to place the correspondence on file. A voice vote was taken, all voted yes.

PUBLIC HEARINGS:

Grant Agreement with the Bureau of Justice Assistance for the Edward Byrne Memorial Justice Assistance Grant Program - Mayor Feinen gave a brief explanation of the purpose of the public hearing, opened the public hearing at 7:14 p.m. and invited the public to speak. The following member from the audience spoke:

• Weston Acampora, Champaign

The public hearing was closed at 7:16 p.m.

ACTION ON COUNCIL BILLS

ORDINANCES AND RESOLUTIONS:

Passed CB-2025-006, “A Resolution Approving An Agreement with Blue Cross Blue Shield of Illinois, to Provide the City with Health Insurance, and Approving a Health Insurance Waiver Incentive Program (Human Resources Department – Blue Cross Blue Shield of Illinois)”

CM Pianfetti, seconded by DM Kyles, moved to adopt the Resolution. After a brief explanation of the Council Bill by Mayor Feinen, Mayor Feinen requested clarification regarding provider coverage through Carle. A roll-call vote was taken; all voted yes.

Passed CB-2025-007, “An Ordinance Amending Section 2-25 of the Champaign Municipal Code (Legal Department – Council Compensation”

CM Pianfetti, seconded by DM Kyles, moved to adopt the Ordinance. After a brief explanation of the Council Bill by Mayor Feinen, a roll-call vote was taken; all voted yes.

CM Pianfetti, seconded by DM Kyles, moved to consolidate CB-2025-008 and CB-2025-009. A voice vote was taken on the motion to consolidate; all voted yes.

Passed CB-2025-008, “A Resolution Approving A Grant Agreement with the United States Government and an Intergovernmental Agreement Between the City of Champaign, the City of Urbana, and Champaign County Relative to the 2024 Edward Byrne Justice Assistance Grant (Police Department – US DOJ – JAG Grant)”

Passed CB-2025-009, “An Ordinance Amending the Annual Budget for General Fund (Budget Amendment No. 2024/2025-5)”

Amount: $86,228.00

After a brief explanation of the Council Bills by Mayor Feinen; Council Members technical questions included a request for clarification regarding how grant funds have been allocated. A roll-call vote was taken; all voted yes.

Passed CB-2025-010, “A Resolution Authorizing the City Manager to Execute Change Order No. 1 for Phase 2 of the Public Works HVAC Replacement Project (Public Works Department – Mechanical Inc. dba Helm Service)”

Amount: $61,829.71

CM Pianfetti, seconded by CM Beck, moved to adopt the Resolution. After a brief explanation of the Council Bill by Mayor Feinen, a roll-call vote was taken; all voted yes.

Passed CB-2025-011, “A Resolution Authorizing the Acquisition of Property for the Boneyard Creek Improvements Project (Public Works Department – Brighton Global, Inc.)”

Amount: $1,200,000.00

Not to Exceed: $1,250,000.00

CM Pianfetti, seconded by CM Kyles, moved to adopt the Resolution. After a brief explanation of the Council Bill by Mayor Feinen, a roll-call vote was taken; all voted yes.

Passed CB-2025-012, “A Resolution Accepting a Bid for the Purchase of Three Hybrid Sport Utility Vehicles (Public Works Department – Bob Ridings, Inc., Taylorville, Illinois)”

Amount: $99,255.00

CM Pianfetti, seconded by DM Kyles, moved to adopt the Resolution. After a brief explanation of the Council Bill by Mayor Feinen, a roll-call vote was taken; all voted yes.

COUNCIL AND MANAGER COMMENTS:

Council Member comments included addressing comments made during audience participation, free speech during public comment, appreciation to Police for their efforts in reaching out to youth interested in law enforcement, and appreciation for work being done on the Bradley Railroad Crossing study.

City Attorney Yu noted the administration requests a Closed Session to discuss Pending Litigation.

CM Pianfetti, seconded by DM Kyles, moved to add a Closed Session to the agenda preceding adjournment. A voice vote was taken; all voted yes.

VOUCHERS:

CM Pianfetti, seconded by DM Kyles, moved to adopt the vendor payments dated December 21, 2024 through January 10, 2025 in the amount of $1,491,378.84. A voice vote was taken; all voted yes.

PAYROLL:

CM Pianfetti, seconded by DM Kyles, moved to approve the payroll dated January 3, 2025 in the amount of $2,543,968.64. A voice vote was taken; all voted yes.

INVESTMENTS: None

ADJOURNMENT:

CM Pianfetti, seconded by DM Kyles, moved to recess into Closed Session to discuss

Pending Litigation. A roll-call vote was taken; all voted yes.

The meeting adjourned at 8:18 p.m.
