Village of Fisher Board of Trustees met Nov. 9.

Here are the minutes provided by the board:

The Regular Board of Trustees meeting was held on 9 November 2023 at 6:00 p.m. at the Community Center.

Roll call: Brown-present, Deer-present, Estes-present, Ponton-present, Seidelman-present, Spaulding present, Bayler-present.

Motion by Seidelman 2nd by Brown to approve the agenda. Voice Vote: all yes. Motion carried.

Motion by Spaulding, 2nd by Deer to approve minutes from the prior meetings. Voice vote: all yes. Motion carried.

Public Comment: None

Village Presidents Report: President Bayler is getting information together for garbage bids to be sent out to 4 companies. There has been some interest expressed by an individual in purchasing the property on Front Street. It will be appraised before moving forward.

Motion by Seidelman, 2nd by Brown to approve payments of claims and accounts from the General Fund. Roll call vote: Estes-yes, Ponton-yes, Seidelman-yes, Spaulding-yes, Brown-yes, Deer-yes. Motion carried.

Motion by Estes, 2nd by Deer to approve payments of claims and accounts from TIF I. Roll call vote: Ponton-yes, Seidelman-abstain, Spaulding-abstain, Brown-abstain, Deer-yes, Estes-yes. Motion carried.

Motion by Spaulding, 2nd by Seidelman to approve payments of claims and accounts from TIF III. Roll call vote: Seidelman-yes, Spaulding-yes, Brown-yes, Deer-yes, Estes-abstain, Ponton-yes. Motion carried.

Committee Reports 

Finance & TIF: There will be a TIF meeting on November 21st at 5:00 pm. As of this meeting no bills have been submitted for payment from any business.

Public Works: An estimate for 5 lights has been received for a total of $37,000. Trustee Deer will get estimates for lights on the sidewalk on the East side of the pond.

Judiciary: Chief Bein presented his report. The speed limit sign on 136 has been moved out further and now begins before the new subdivision road.

Parks & Recreation: The trees were planted by the 4H. Some were planted around the Community Center as well.

OLD BUSINESS:

NEW BUSINESS: 

Motion by Estes, 2nd by Deer to approve Ordinance 23-17 Ratifying and Approving a TIF 1 Redevelopment Agreement with Mark and Shanna Hortin/The Rural Rose. Roll call vote: Seidelman abstain, Spaulding-abstain, Brown-abstain, Deer-yes, Estes-yes, Ponton-yes. Motion carried.

Motion by Estes, 2nd by Spaulding to approve Ordinance 23-18 Adopting the Annual Tax Levy. Roll call vote: Spaulding-yes, Brown-yes, Deer-yes, Estes-yes, Ponton-yes, Seidelman-yes. Motion carried.

Motion by Estes, 2nd by Seidelman to approve Ordinance 23-19 Abating a Tax Levy in connection with the issuance of Series 2010 Alternate Revenue Bonds. Roll call vote: Brown-yes, Deer-yes, Estes-yes, Ponton-yes, Seidelman-yes, Spaulding-yes. Motion carried.

Motion by Spaulding, 2nd by Brown to approve Ordinance 23-20 Liquor License Ordinance amendment. Roll call vote: Deer-yes, Estes-yes, Ponton-yes, Seidelman-yes, Spaulding-yes, Brown-yes. Motion carried.

Motion by Estes, 2nd by Spaulding to approve a Liquor License to El Jefe Restaurant. Roll call vote: Estes yes, Ponton-yes, Seidelman-yes, Spaulding-yes, Brown-yes, Deer-yes. Motion carried.

Motion by Spaulding, 2nd by Estes to approve the following Community Center rental fees beginning January 1, 2024: Out of Town Residents: $500.00, In Town Residents: $200.00. Roll call vote: Ponton yes, Seidelman-yes, Spaulding-yes, Brown-yes, Deer-yes, Estes-yes. Motion carried.
