Village of Rossville Board of Trustees met Oct. 6.

Special Board Meeting

Mayor Queen called the special board meeting to order at 5:00 p.m. at the Rossville Municipal Building, located at 120 East Attica Street in Rossville, Illinois. The special board meeting was called to discuss solar panel ordinance, declare Village-Owned personal property as surplus, discuss/approve ordinance/resolution authorizing to sell or disposal of surplus property-2022 KIA K5, hiring/compensation/benefits for SRO for BHRA and R-A Grade School, executive session to interview SRO (School Resource Officer) candidates/discuss hiring SRO and benefits under 5 ILCS 120/2 C1.

Members physically present – Mayor Queen, Trustees Richison, Cornell, Jones, Gammon and Black.

Members absent – Trustee Daniel

Guests present – Clerk White, Chief Greene, Superintendent Johnson-Maden, Adrienne (Beth) Damilano and Jason Dunavan

Roll call was taken and a quorum was established.

Motion was made by Black, seconded by Gammon to adjourn to executive session to interview SRO candidates and discuss hiring School Resource Officers for BHRA and R-A Grade School, compensation and their benefits under 5 ILCS 120/2 C1. Vote: Richison, yes; Cornell, yes; Black, yes; Jones, yes; Gammon, yes. The meeting adjourned to executive session at 5:03 p.m.

Motion was made by Black, seconded by Richison to returned to regular session. Vote: Cornell, yes; Black, yes; Jones, yes; Gammon, yes; Richison, yes. The meeting returned to regular session at 5:50 p.m.

Motion was made by Richison, seconded by Black to hire Jason Dunavan and Adrienne Damilano as part-time S.R. Officers. Vote: Black, yes; Jones, yes; Gammon, yes; Richison, yes; Cornell, yes. Jason Dunavan will begin work after October 19, 2023.

Clerk White swore in Adrienne Damilano as an S.R. Officer.

Solar Ordinance – Village Attorney Andy Mudd prepared an ordinance regarding regulations and procedures for commercial solar development. Board members reviewed the proposed ordinance. Motion was made by Gammon, seconded by Jones to accept/approve the ordinance establishing the regulations and procedures for commercial solar development. Vote: Richison, yes; Gammon, yes; Jones, yes; Black, yes; Cornell, yes. Ordinance 2023-09 passed. Trustee Gammon asked how the Village will inform the landowner who is surveying for a potential solar farm south of town. Trustee Black suggested Chief Greene give them a copy of the new ordinance.

Declare Village-Owned Personal Property as Surplus – Motion was made by Black, seconded by Gammon to declare the 2022 KIA K5 as surplus property. Vote: Cornell, yes; Richison, yes; Gammon, yes; Jones, yes; Black, yes.

Ordinance Authorizing to sell or Disposal of Surplus Personal Property-2022 KIA K5 – The ordinance authorizes the Village of Rossville agent, Richard P. Queen, Mayor to solicit offers for the purchase of the property to sell or dispose of the 2022 KIA K5 in as-is condition, without warranty, for the highest and best value and deposit all proceeds of sale into the Village’s General Fund or Police Car Sinking Fund or to dispose of such property in the event that such a sale is economically unfeasible given the condition and value of the Property. Motion was made by Black, seconded by Richison to approve the ordinance authorizing the sale or disposal of surplus personal property owned by the Village of Rossville and naming Mayor Richard P. Queen as the Village of Rossville’s agent. Vote: Jones, yes; Black, yes; Cornell, yes; Richison, yes; Gammon, yes. Ordinance 2023-10 passed.

Motion was made by Black, seconded by Richison to advertise for sale the Village-Owned 2022 KIA K5, with a minimum bid of $24,500, and to accept bids until Friday, November 17, 2023 at 5:00 p.m. CST in the village office. Vote: Gammon, yes; Jones, yes; Black, yes; Cornell, yes; Richison, yes.

Motion was made by Black, seconded by Jones to adjourn the meeting. Vote: Richison, yes; Jones, yes; Black, no; Cornell, yes; Gammon, yes. The meeting adjourned at 6:24 p.m.
