City of Hoopeston City Council met July 18

Here are the minutes provided by the council:

I. CALL TO ORDER-by Mayor Wise following the Pledge of Allegiance.

II. ROLL CALL-The five council members present were Eyrich, K. Ferrell, M. Ferrell, Lawson and Porth. Garrett and Highfill were absent.

III. APPROVAL OF AGENDA-M. Ferrell made the motion to approve the agenda seconded by Porth. The agenda was approved 5-0.

IV. APPROVAL OF MINUTES-A motion made by K. Ferrell to approve minutes, seconded by Eyrich. The minutes were approved 5-0.

V. PAYMENT OF BILLS-A motion to approve payment of bills made by Lawson was seconded by M. Ferrell. Bills were approved for payment by roll call vote 5-0.

VI. NO PRESENTATIONS

VII. NO PETITIONS TO COUNCIL

VIII. NO PUBLIC COMMENT

IX. NO EXECUTIVE SESSION

X. REPORTS OF OFFICERS

a) Eyrich reported no bids were received on the dump truck. He also reported that the jet truck is in need of costly repairs. There was no flooding in the 300 block of E. McCracken during this last rain of 1.9 inches. Work needs to be done to eliminate flooding at 4th and McCracken. The new employee, Gabe Cano, has been busy replacing meters.

b) K. Ferrell had no report, but modification to the Storage Container Ordinance needs to be made.

c) M. Ferrell had nothing to report.

d) Alderman Garrett was absent.

e) Alderwoman Highfill was absent.

f) Lawson reported that repairs on the sirens will be done July 19. The city has been without an animal control officer for the past month. A contract with Vermilion County Animal Control will be discussed and possibly acted on at a special meeting tomorrow night. Alderwoman Lawson is working on a possible contract for a resource officer at the school.

g) Alderman Porth had nothing to report.

XI. NO COMMUNICATIONS TO COUNCIL

XII. UNFINISHED BUSINESS-A contract for a building inspector has not been drawn up.

Discussion of bidding and not receiving many or any responses to ads. Other media sources may need to be tried.

The work in the “Baby Cemetery” is progressing. Lee Cox has been engraving the plaques.

XIII. NEW BUSINESS- The new ice cream shop has opened.

XIV. MAYOR COMMENTSACCEPTANCE OF PROPOSAL TO FURNISH MATERIALS AND APPROVAL OF AWARD-Eyrich made a motion to accept the Daniel Ribbe Trucking bid and was seconded by Lawson. Roll call vote was taken, and the Ribbe Trucking bid was accepted five ayes to zero nays.

A notice will go up on the Coss/Lesters Drug Store announcing the date boarding up the building will be done, along with a 30-day notice to vacate.

The downtown demolition project is waiting for architect specs.

Vermilion Advantage will handle the festival banners, but city employees will hang them.

XV. COMMENTS BY ATTORNEY- the council was introduced to Brian Lawlyes who is an Associate Attorney at Acton & Snyder.

He is looking into Solar Ordinances for the city, and he has assisted in modifying other ordinances.

Attorney Miller has been working on demo projects of other buildings.

ADJOURNK. Ferrell made the motion to adjourn seconded by M. Ferrell. Council adjourned at 7:37 pm.
