The Public Hearing regarding amending §270-52.D was opened at 6:40 pm. There was no comment. The Hearing was closed at 6:50 pm. The Public Hearing regarding resolution to discontinue Progress Court was called to order at 6:50 pm. There was no comment. The hearing was closed at 7:00 pm.
1. CALL TO ORDER AND SILENCE CELL PHONES
The Village Board of the Village of Belgium was called to order by President Pete Anzia on September 13, 2021, at 7:00 PM, in the Village Hall, 104 Peter Thein Ave, with the following members present:

PRESENT: Trustee Don Gotcher, Village President Pete Anzia, Trustee Rose Sauers, and Trustee Sarah Heisler
EXCUSED: Trustee Dan Wolff and Trustee Roseann Geib
STAFF PRESENT: DPW Paul Bley, DPW & Water Superintendent Daniel Birenbaum, Clerk Julie Lesar, and Treasurer Vickie Boehnlein
PUBLIC MEMBERS: BACC Tara Williams, resident Jeff Thiel, Building Inspector Roger Kison, Evan, Owen, & Stephanie Rammel, Kevin Peiffer and Bob Hubing Lakeshore ATV/UTV Club, David Dahm, Dreams Logistics, Calvin Tollefson Bayland Builders, and Dave O'Brian

This meeting is compliant with the Open Meetings Law of the State of Wisconsin.
4. PLEDGE OF ALLEGIANCE AND A MOMENT OF SILENCE
All in attendance stood for the Pledge of Allegiance and a moment of silence to recognize Village Trustee Clem Gottsacker's years of service to the Village.
5. PUBLIC INPUT
Bob Hubing from Lakeshore ATV/UTV club provided a proposal for the Village to consider allowing ATVs on Village Streets. The proposal will go to committee for further discussion. DPW Superintendent Dan Birenbaum gave a brief status report on the Utility Project. The
Village will be meeting with Contractor Kip Gulseth to determine if the scheduled completion date will be met.
6. BELGIUM AREA CHAMBER OF COMMERCE REPORT
BACC Executive Director Tara Williams thanked everyone for their involvement in the Summer Nights Live events this past summer. The Centennial committee is working on a logo design. The Chamber is starting to plan the Christmas events.

8.c. Approve Finance & Personnel recommendation that the Village staff continue to download, backup, and archive information from Village's social media and website.
8.d. Approve Park & Recreation recommendation to approve Evan Rammel's Eagle Scout project
8.e. Approve estimates to repave Farmview Drive and Lindale Street (First to Spring St). Total budgeted amount $65,000 from Capital Projects 2021

10.c. Introduce and approve Resolution 23-21 establishing voting wards and voting ward map: Resolution 23-21 was introduced by Pete Anzia. Clerk Julie Lesar noted that there were no changes to the voting ward boundaries as a result of the census. She reported that Belgium's population went from 2,245 to 2,421.
