Village of Belgium Finance and Personnel Committee met Oct. 8.

1. CALL TO ORDER

The Finance & Personnel Committee of the Village of Belgium was called to order by Committee member Pete Anzia on October 08, 2020, at 5:00 PM, in the Village Hall, 104 Peter Thein Ave, with the following members present:

2. ROLL CALL OF OFFICERS

PRESENT: Village President Pete Anzia, Trustee Rose Sauers, and Trustee Josh Borden joined the meeting via Zoom at 5:15 pm. Also, in attendance DPW Superintendent Dan Birenbaum, WW Superintendent Paul Bley, Treasurer Vickie Boehnlein, Clerk Julie Lesar, DPW employees Pat Wester and Brian Schmidt (arrived 5:15) and Eric Meinen from Ansay Insurance.

EXCUSED:

a) A quorum was established.

b) The meeting is compliant with Wisconsin Open Meeting Laws.

c) All stood for the Pledge of Allegiance and a moment of silence.

3. APPROVAL OF MINUTES

a) Approve minutes from Finance & Personnel Committee meeting September 2, 2020:

Moved by Rose Sauers, seconded by Pete Anzia, to approve meeting minutes. MOTION CARRIED by the following votes:

Ayes: Pete Anzia and Rose Sauers

4. AGENDA ITEMS: CONSIDERATION, DISCUSSION AND POSSIBLE ACTION REGARDING:

a) Review, discuss, and make recommendation regarding medical insurance quotes: Treasurer Vickie Boehnlein reviewed a spreadsheet that compared multiple plans from four different angencies. She stated that the 2021 rates from the current provider will not be available until November 1. The committee will need to make a recommendation at this time for budgeting purposes. The recommendation of a provider and plan could wait until after November 1. The committee made a recommendation to use the estimated costs from Anthem (current provider) with a 20% increase for budgeting purposes.

b) Review, discuss and make recommendation regarding property, auto, liability insurance, workman's compensation quote: Clerk, Julie Lesar stated the MacGillis Agency is still waiting on a quote from a provider and will forward the information when received. Eric Meinen from Ansay Insurance reviewed the current policy and premiums. He also provided an optional quote from a different provider. The committee recommended using quotes from Continental Western Group (CWG) for property, auto and liability coverage, and Bitco for workman's compensation coverage and add Cyber Security coverage for budgeting. The Village will verify with the county the type of Cyber Security coverage that is needed.

c) Discuss and possible recommendation regarding Utility Upgrade Project financing: Treasurer Vickie Boehnlein provided an update for funding future planned Utility Upgrade project. After further review and updates to the budget, she has determined that the Village would more than likely need to take out a loan to fund the project. No action was taken.

d) Make recommendation to approve renewal of Schueller Farms Crop Land Rental Agreement: Clerk Julie Lesar stated that the Schueller's agree with the rental renewal.

Moved by Pete Anzia, seconded by Rose Sauers, to recommend to Village Board to approve Rental Agreement with Keith & Micca Schueller as presented in draft document.

MOTION CARRIED by the following votes:

Ayes: Pete Anzia, Rose Sauers, and Josh Borden

e) 2021 Budget Workshop: Boehnlein will make updates to the budget per the committee's recommendation.

5. ADJOURNMENT

A motion to adjourn was made at 6:00 pm by Josh Borden and seconded by Rose Sauers.

MOTION CARRIED unanimously.
