Approval of Council Minutes: Alderman Laura Miller motioned to approve the minutes of December 11, 2017; seconded by Alderman Susie Tongate. MC 4-0. Aldermen Brandon Roderick, Dennis Pardick, Doug Parsons and Scott Davis were absent.

Mayor Dickey recognized visitors: Attorney Marc Miller introduced his family members who were present.

Treasurer’s Report: City Treasurer Scott Shull presented the City Financial report as of November 2017.

Administrative Report: No report.

COMMITTEE REPORTS:

Ordinance Committee – Alderman Nelda Jordan offered no report.

Street and Alley –No report.

Police/Health, Light and Nuisance –No report.

Finance Committee –No report.

Personnel Committee – No report.

Water and Sewer – Alderman Randy Wyant offered no report. Superintendent Randy Stauffer reported that a water main leak had been repaired.

Parks / Buildings / Technology – Alderman Susie Tongate offered no report.

Economic/Industrial Development – Alderman Laura Miller offered no report.

OLD BUSINESS: none

APPROVAL OF BILLS:

TIF #2 bills - One (1) bill totaling $ 13,082.17. Alderman Nelda Jordan motioned to approve payment of the 1 TIF2 bill; second by Alderman Randy Wyant. MC 4-0.

TIF #3 bill – none

General Fund Bills totaling $ 116,368.46. Alderman Laura Miller motioned to approve payment of the general bills; second by Alderman Nelda Jordan. MC 4-0.

NEW BUSINESS:

A.) Discussion, Consideration and Approval of MCS Façade Grant Application. Todd McNutt of MCS presented his application for the Façade Grant for building expansion and landscape upgrading to his business property located at 104 N Jordan Drive. Alderman Randy Wyant motioned to approve a grant from the Façade Grant Fund payable to MCS Office Technologies for improvements at 104 N Jordan Drive, Gibson City, Illinois in the amount of $5000.00 to be paid towards eligible costs relating to landscaping and exterior improvements consistent with the application on file; second by Alderman Susie Tongate. MC 4-0..

B.) Discussion, Consideration and Approval of Cross Construction Final Payment. Alderman Susie Tongate motioned to approve final payment of $13,082.17 to Cross Construction for CSO Phase 4 (North Park); second by Alderman Laura Miller. MC 4-0.
