Regular Study Session

July 5, 2016

RANTOUL MUNICIPAL BUILDING, 333 S. TANNER, RANTOUL, IL.

A regular Study Session of the Board of Trustees of the Village of Rantoul was held

at 6:00 P.M. Mayor Smith called the proceeding to order.

Roll Call

The Village Clerk called the roll, finding the following members physically present:

Mayor Smith and Trustees Gary Wilson, Tony Brown, Ken Turner, Hank Gamel and

Chad Smith – 6.

The following representatives of Village departments were also present:

Jeff Fiegenschuh, Village Administrator; Scot Brandon Comptroller; Ken Waters, Fire

Chief; Luke Humphrey, Recreation Director; Greg Hazel, Public Works Director;

Mike Loschen, Community Development; Dan Culkin, Inspection; Herman Peyton,

Human Resource Director, Ervin Blevins, Chief of Police and Village Clerk Mike

Graham.

Public Participation

There were no Rantoul Citizens to offer Public Participation at this time.

Items from the Mayor

Discussion of Ancillary Benefits for Elected Officials. The Mayor polled all of the

Elected Officials as to their interest in participating in the Village of Rantoul

Employee Plans for Vision Care, Dental Insurance and Group Life Insurance.

Some were interested and some were not. The Mayor indicated that this would

begin during the next fiscal year beginning May 1, 2017 for those Elected Officials

interested.

Items from Trustees

The Trustees had no items at this time.

Items from the Clerk

The Clerk indicated that there would be a Closed Executive Session at the end of

the Study Session to comply with the Open Meetings Act Semi-Annual review of

previous Closed Sessions for the period January 1, 2016 – June 30, 2016.

Items from Administrator

Jeff Fiegenschuh, Village of Rantoul Administrator, had the following items for the

Board:

? New guidelines for Micro Loans and Committee eligibility.

The Trustees had no objection to these items being taken to the Regular Village

Board of Trustees meeting on Tuesday, July 12, 2016.

VILLAGE BOARD MEETING, TUESDAY, July 12, 2016.”

? Approval of Special Board Meeting, June 7, 2016.

? Approval of the minutes, Regular Study Session June7, 2016

? Approval of the minutes, Regular Board Meeting June 14, 2016.

? Approval of Bills and Monthly Financial Reports.

? Purchase of Police Vehicles.

? Approve Budget Amendments BA-FY No. 17-01 – Police Department.

? Establish a Load Limit on Cemetery Road.

The Trustees had no objections to these items being taken to the Regular Village

Board of Trustees meeting on Tuesday, July 12, 2016.

Motion to enter into Closed Executive Session pursuant to 5 ILCS 120/2 (C) 21, to

discuss the minutes of meetings lawfully closed under the Act, whether for purposes

of approval by the body of the minutes or semi-annual review of the minutes as

mandated by Section 2.06.

Trustee Wilson moved for approval and Trustee Turner seconded the motion.

The Clerk called the Roll and the Motion passed 5 – 0.

The Rantoul Village Board went into Closed Session at 6:24 P.M.

The Rantoul Village Board returned into open session at 6:36 P.M.

Adjournment

There being no further business to come before the Board, Mayor Charles Smith

declared the proceeding adjourned.

MEETING ADJOURNED AT 6:37 P.M.
