The village of Philo Board of Trustees met June 8 to hear a presentation on the proposed route for the Run 4 Raley.
The Philo board of trustees includes six members and the village president.

Meeting REGULAR MEETING OF THE BOARD OF TRUSTEES VILLAGE OF PHILO, ILLINOIS
June 8, 2016
The meeting was called to order by President Larry Franks at 7:00 p.m. at the R.E. Franks Center in the Eileen Painter room.
GUESTS: Marc Miller, Dave Atchley, Janet Decker, Dave Traxler, Rod Schweighart, Tara McCauley, Luke, Leslie, Tatum & Cambria Kirby, Jim & Kathy Forrest, Chris Payne, and Christine Walsh.
ROLL CALL: Present-Trustees John Mumma, Steve Messman, and Paul Brady. Absent-Trustees Steve Sappenfield, Pat Pioletti, and Rachael Garrett. President Franks will vote.
MINUTES: Trustee John Mumma made a motion, seconded by Trustee Steve Messman to approve the minutes of May 11, 2016. Voice vote, all “aye's" motion carried unanimously.
ACCOUNTS PAYABLE WARRANT: Trustee Paul Brady made a motion, seconded by Trustee John Mumma to approve the payment of bills as presented. Roll call vote; "aye's" Trustees Mumma, Messman, Franks and Brady. Motion passed unanimously.
RUN 4 RALEY: Luke Kirby presented the outline of the route for the run and was present to answer any concerns about closing main (Washington) street. He has talked to the Tavern owners and to R.J. Daly about the route and they do not have any problem with it. The run will start at 7:10 p.m. on August 5, 2016 and the longest runner's time is usually 45 to 50 minutes. There will definitely be gaps and cars can go through if needed. They have ample volunteers for parking and watching the intersections. Trustee Mumma asked how long the street (Washington) would be closed. They plan to block it off around 4:00 p.m. so people are not parking and trying to leave before or during the event. President Franks said "Sounds good to me" and wished them good luck on the event. Trustee Brady asked about the number of participants. Luke responded they have had over 300 in the past.
PLAN COMMISSION: Karl Helmink stated their committee met at 5:45 this evening for direction to Ted Rund of tentative requirements. Three (3) members felt strongly and the majority voted to waive the requirement for sidewalks. The preliminary plat will be presented at the July meeting. Ted's engineer also requested variances regarding lot sizes.
PUBLIC HEALTH REPRESENTATIVE: Tara introduced herself and presented the Board and guests with information regarding the marketing of tobacco products. The handout provided findings for Philo, noting they found one store had a self service display which they suggested should be behind the counter. She also discussed electronic cigarettes and suggested our ordinance for them be the same as cigarettes/cigars ordinance. President Franks said he appreciated her coming to the meeting and asked if they follow up with the vendors.
Prevailing Wage Ordinance-Attorney Marc Miller explained it is okay to use last year's prevailing wage listing due to the lack of a state budget. Trustee John Mumma made a motion, seconded by Trustee Steve Messman, to pass Ordinance No. 2016-602, 2016 Prevailing Wage Ordinance in the Village of Philo, Illinois. Roll call vote; “aye's" Trustees Mumma, Messman, Franks and Brady. Motion passed unanimously.
Bicycle racks-According to a website suggested by Scott Hamilton, the cost is estimated to be $300 to $500. No action tonight; tabled until the July meeting.
MISCELLANEOUS DISCUSSION:
Trustee Brady-Nothing
Trustee Messman-Is air-conditioning fixed at Post Office? Yes, it is fixed. Trustee Mumma-Had a few items. Did we talk to Mike Beaird about moving dirt? Rod S. is to do. Weeds are growing on diamonds at 1” base line and John suggested using weed killer on it. John reported to the Board that Karl Harris organized a drawing in May for guns and a Kubota in order to raise money for both Philo and Sidney park associations. The tickets were $100 a piece and they had an extra good turnout raising $8,500 for the park associations. John suggested the Village send a thank you to Karl & Mary Harris and also suggest Dick Miller of the Philo Park Association do the same. Karl had also thanked the Village for the free rental of the gym where the event was held. President Franks-The “grant man" is working on Chapin (Rose). Regarding future boil orders, he said he met with Dave Traxler and now Aqua will notify Larry, Janet Decker, WCIA and WDWS when there is a boil order. Larry learned of the last one from his aunt in New York. Dave Traxler noted the problem triggering the boil order was a pump malfunction. Residents can also sign up to be notified through Aqua.
