City of Champaign City Council met Feb. 4

Here are the minutes provided by the council:

There being a quorum present, Mayor Feinen called the meeting to order at 7:04 p.m. following the Township meeting.

ROLL-CALL: Present: Kathy Shannon, Davion Williams, Alicia Beck, Jamar Brown, Michael Foellmer, Matthew Gladney, William Kyles, Vanna Pianfetti, Mayor Feinen

Absent: None

SPECIAL RECOGNITION:

City Manager Walls introduced the following new employee: Valena Green, Management Analyst (Public Works).

APPROVAL OF MINUTES:

• January 7, 2025 Regular Council Meeting

CM Pianfetti, seconded by CM Gladney, moved to approve the minutes. A voice vote was taken, all voted yes.

CORRESPONDENCE:

• Article regarding “The Ceasefire Charade”

• Letter from Experience CU

• Email in opposition of a ceasefire resolution

CM Pianfetti, seconded by CM Gladney, moved to place the correspondence on file. A voice vote was taken, all voted yes.

PUBLIC HEARINGS: None

ACTION ON COUNCIL BILLS

ORDINANCES AND RESOLUTIONS:

Passed CB-2025-013, “A Resolution Authorizing a Gas Use Tax Settlement (Finance Department – Ameren Illinois Company”

Amount: $1,120,519.00

CM Pianfetti, seconded by CM Gladney, moved to adopt the Resolution. After a brief explanation of the Council Bill by Mayor Feinen, a roll-call vote was taken; all voted yes.

Passed CB-2025-014, “A Resolution Authorizing the Purchase of One Street Sweeper and Declaring One Street Sweeper as Surplus Property (Public Works Department – Key Equipment & Supply Co., Bridgeton, Missouri”

Amount: $290,273.00

CM Pianfetti, seconded by CM Gladney, moved to adopt the Resolution. After a brief explanation of the Council Bill by Mayor Feinen, a roll-call vote was taken; all voted yes.

Passed CB-2025-015, “A Resolution Approving an Intergovernmental Agreement Between the City of Champaign and the City of Urbana for the Design and Construction of Improvements to Wright Street (Public Works Department – City of Urbana”

CM Pianfetti, seconded by CM Gladney, moved to adopt the Resolution. After a brief explanation of the Council Bill by Mayor Feinen, a roll-call vote was taken; all voted yes.

COUNCIL AND MANAGER COMMENTS:

Council Member comments included addressing remarks made during audience participation; discussion about the recent actions of CM Williams; and the reading of a prepared statement by CM Williams.

VOUCHERS:

CM Pianfetti, seconded by CM Gladney, moved to adopt the vendor payments dated January 11, 2025 through January 24, 2025 in the amount of $2,461,867.00. A voice vote was taken; all voted yes.

PAYROLL:

CM Pianfetti, seconded by CM Gladney, moved to approve the payroll dated January 17, 2025 in the amount of $2,561,476.47. A voice vote was taken; all voted yes.

INVESTMENTS: None

ADJOURNMENT:

CM Pianfetti, seconded by CM Gladney, moved to adjourn. A roll-call vote was taken; all voted yes.
