I. Call to Order, Roll Call & Declaration of Quorum

a. Chair Goodwin called the meeting to order at 5:15pm with declaration of a quorum.

VII. Public Hearings

a. Zoning Petition #302–The petitioner, Farnsworth Group, Inc. is requesting for a rezoning of 924-938 N Gilbert St, 921-939 and 924-936 Robinson St from R2 – Single Family Residential – Medium Density to B3 – General Business to allow Kirchner Building Center utilized as a lumber yard for building materials storage to operate at the location.

i. Goodwin: Tonight we are here to hear Zoning Petition number 302. The Petitioner Farnsworth Group Inc is requesting a rezoning of 924-938 North Gilbert Street 921-939 and 924 through 936 Robinson Street from R2 single family residential medium density  Building Safety u Engineering u Planning & Zoning u (217) 431-2321 u Fax (217) 431-3444 u 1155 E Voorhees St. Suite A u Danville, IL 61832 u www.cityofdanville.org to B3 general business to allow Kirchner building center utilized as a lumber yard for building materials storage to operate at that location.

ii. Logan: The city of Danville is the current owner of all these lots petitioned to be rezoned this evening. The petitioner represents the city and this actual re-zone and as well as the consultant for whom this property will be conveyed to, which will be Kirchner and Sons, and they're currently located on Williams Street. It's been the intent if you read it's been probably a year and a half now. There's been a redevelopment agreement passed between the city of Danville and Kirchner for the relocation from their William Street address to this location. In that redevelopment agreement, the city was contractually bound to acquire all of these properties that were not owned by either Kirchner or the city of Danville. That has been completed entirely. And now it's time to A- Rezoning BSubdivide into two additional lots, one being to the north of the former Goodwill building and one being to the west of Robinson, which you see on your map. So, this is kind of just always been the plan. If it's taken so long because we had to acquire roughly 20 to 25 properties and now the city of Danville controls all of them. It's ready to be rezoned and then convey to Kirchner for the redevelopment. If you have any more project-based questions, the consultant is here to answer any of those questions.

iii. Troglia: And the buildings on the west side around us have been torn down? We're looking at those behind the Dollar General?

iv. Logan: Yes. Everything has been torn down. There are still residential structures that went unacquired to the northern side towards Townsend too. I believe. Nothing is going to occur in the short term on the west side.

v. Scott Burge: They are planning to build on that.

vi. Logan: They are going to build on that as well. Just much smaller. There wasn't a need to acquire the two other structures.

vii. Troglia: Kirchner is doing their own building?

viii. Logan: Yeah, the city has the first option. First right of refusal to acquire that building. The whole intent behind the beginning of this movement of Kirchner is the William Street realignment. The laydown lot to the north of Kirchner is right where William Street is going to go on the realignment. The city opted to have the first right of refusal. The building, I think Kershner would admit, isn't in all that great a condition. We have the first right of refusal but have not guaranteed to acquire it either.

ix. Goodwin: So the road, the road's going to go on the north side of it.

x. Logan: It will.

xi. Troglia: That was a vote on the hospital.

xii. Logan: I think so, yeah.

xiii. Wilson: But if the city doesn't acquire it, is it for sale or is it going to sit there?

xiv. Logan: Well, it would go for sale. Depending on city funding at the time is the only draw holding back factor.

xv. Logan: Note in your guys’ ear. As we explore the current zoning solar ordinance. I would employ each of you to send me some items of concern that are currently occurring. If you have any. With solar panels in the city of Danville, because we are exploring the amendment to the zoning text of large solar arrays. So, if you have any recommendations, please send them my way within the next couple of weeks.

xvi. Troglia: Is the Zone different depending on the acreage of the solar?

xvii. Logan: It's. It's based on the size of this solar panel site. But residential is considered small solar panel array. And anything, it's over. It doesn't have to be very large compared to be considered large scale. I can't remember the exact square footage, but that's what our concern is right now. xviii. Troglia: What does it have to be zoned for a small one?

xix. Logan: It would have to be residential for a small one.

xx. Goodwin: And when you say issues, I mean just.

xxi. Logan: Just not issues. Let's call it concerns. Any concerns you may have that we've seen because we've seen a lot of them now come up in the past couple of years. What are the concerns we've seen at the planning and zoning floor?

xxii. Greer: What concerns people typically have regarding solar panels on rooftops?

xxiii. Logan: None on rooftops. The concern that we're seeing are, I'll give you an example. Large solar panel arrays being developed on industrial ground that could be considered for other uses. That's just one of a few.

xxiv. Greer: So the concern is that it's just a poor utilization of open space for development.

xxv. Logan: It could be.

xxvi. Wilson: Well, another concern would be as far as the upkeep.

xxvii. Logan: Yeah. So that is not something that we're going to be able to consider on the zoning side. That's more of property maintenance and the enforcement of that.
