Village of Fisher Planning and Zoning Commission met Oct. 28
Here are the minutes provided by the commission:
Roll Call: Heiser-Present, Welborn-Present, McCool-Absent, Pierce - Absent, Bayler-Present
Public comment:
Brett Pierce spoke about 5 Acre development and gave input on details regarding plans and how he believes it will help the community. Said that the Letter “B” townhomes would be the first to be developed. Development would like to start in spring 2025 at earliest.
Paula Wascher asked about the possibility of installing a fence between the property in question and the existing single family properties in Matthews subdivision. Petitioners were open to this idea.
Gary Cole asked if the properties were going to be for sale or rental. Petitioner explained the plan is to have them as rentals.
Zach Harrel brought up the idea that this could be considered spot zoning as all current properties in the area are single family and the proposed build would be multi-family. Committee explained that this likely isn’t considered spot zoning since both properties are residential but could get clarification from the village attorney for future meetings.
Zach also asked about environmental studies and the committee/Mayor Bayler explained that all studies would have to be completed before building can be started but no study has been completed to this point.
Marlon Unzicker asked about drainage and how the rain water was going to be moved. Brett explained the rain water would be collected and sent to the south/west towards the flood zone/creek.
Tara Harrel asked why they are choosing multi-family vs single family. Brett explained that there are plenty of single family options in Fisher, but what Fisher doesn’t have is higher end multi-family housing with 3 bed, 2 bath, garage, town homes, etc…
The entire public also asked why the petitioners can’t develop this same concept at another location or on the west end of the same piece of farm ground. Brett and the committee both explained that these are the 5 acres that are available and that they aren’t opposed to other areas, but that this is what is available to them right now so this is why they have planned to build here.

Scheduled meeting for November 14th to vote on rezone to R2.
