Village of Fisher Board of Trustees met July 13.

Here are the minutes provided by the board:

The Regular Board of Trustees meeting was held on 13 July 2023 at 6:00 p.m. at the Community Center. Roll call: Brown-absent, Deer-present, Estes-present, Ponton-absent, Seidelman-present, Spauldingabsent, Bayler-present.

Motion by Estes, 2nd by Seidelman to approve the agenda. Voice Vote: all yes. Motion carried.

Motion by Seidelman, 2nd by Deer to approve minutes from the prior meetings. Voice vote: all yes. Motion carried.

Public Comment: Kim Clemmons would like to start planning the 150th year celebration for Fisher which will be in 2026. She also asked if there was a place to have a historical society. President Bayler told her he would think about a good place in town for that.

Village Presidents Report: Nothing.

Motion by Seidelman, 2nd by Deer to approve payments of claims and accounts from the General Fund with the addition of a bill to Jimmy D for $500.00. Roll call vote: Estes-yes, Seidelman-yes, Deer-yes. Motion carried.

Motion by Estes, 2nd by Deer to approve payments of claims and accounts from TIF. Roll call vote:

Seidelman-abstain, Deer-yes, Estes-yes. Motion carried.

Committee Reports

Finance & TIF: Nothing. Trustee Estes stated that the fireworks had a great turnout.

Public Works: Nothing.

Judiciary: Chief Bein presented his report. Looking at putting a prescription drug drop off box in the community center.

Parks & Recreation: Turnout for the fireworks was great. Looking at the possibility of getting bands for next year. The playground is going up.

OLD BUSINESS:

Nothing.

NEW BUSINESS:

The discussion of planting a hedgerow by a resident on Village property was removed from the agenda.

Motion by Estes, 2nd by Seidelman to approve Ordinance 23-4 amendment to establish a Class D Liquor License and it to be issued to The Feed Mill on Front. Roll call vote: Deer-yes, Estes-yes, Seidelman-yes. Motion carried.

Motion by Seidelman, 2nd by Deer to approve Ordinance 23-5 Establishing a license to operate minibikes on residential property. Roll call vote: Estes-yes, Seidelman-yes, Deer-yes. Motion carried.

The public hearing regarding a proposed rezoning and preliminary plat for property located at Part of Lot 9 of Kyle’s Survey of Section 30, Township 22 North, Range 8 East, 3rd P.M., Champaign County, Illinois was opened. There was no public comment.

Motion by Estes, 2nd by Deb to approve Ordinance 23-6 Rezoning 10+ acres in Centennial Acres Subdivision in the Village of Fisher from commercial to residential. Roll call vote: Seidelman-yes, Estesyes, Deer-yes, Bayler-yes. Motion carried.

Motion by Estes, 2nd by Seidelman to approve repayment from MFT to Brown Township Road District in the amount of $7,159.65 for Oil and Chip on a ½ mile section of road at CR 3100 West of CR 600. Roll call vote: Deer-yes, Estes-yes, Seidelman-yes. Motion carried.

Motion by Estes, 2nd by Deer to approve Ordinance 23-7 authorizing the execution of a TIF Predevelopment Agreement between the Village of Fisher and CS Development of Illinois, LLC; Fairfield North Residential Project within the proposed Fisher TIF V. Roll call vote: Estes-yes, Seidelman-yes, Deer-yes, Bayler-yes. Motion carried.

Motion by Seidelman, 2nd by Deer to approve bid for $7,100 from Clint Sommer Concrete for replacement of sidewalk on North Street extending North down to Third Street. Roll call vote: Deer-yes, Estes-yes, Seidelman-yes. Motion carried.

Motion by Deer, 2nd by Estes to adjourn. Voice vote: all yes. Motion carried. Time: 6:37 p.m.
