Village of Fisher Village Board of Trustees met April 13

Here are the minutes provided by the board:

The Regular Board of Trustees meeting was held on 13 April 2023 at 6:00 p.m. at the Community Center. Roll call: Brown-present, Deer-present, Estes-present, Ponton-present, Seidelman-present, Spaulding-present, Bayler-present.

Motion by Brown, 2nd by Ponton to approve the agenda. Voice Vote: all yes. Motion carried.

Motion by Brown, 2nd by Ponton to approve minutes from the prior meetings. Voice vote: all yes.

Motion carried.

Public Comment: Beth Sparks spoke to the board about kids riding dirt bikes and asked the board to possibly amend the ordinance regarding dirt bikes. The board will look into this. Judy Cagle asked the board about a backup water tower. She was informed that yes, it is still downtown. She also asked about the possibility of getting other garbage companies in town. She was informed that the Village receives a better rate by using one company.

Village Presidents Report: President Bayler stated that the first round of flight control max has been applied around the pond. The high school soccer will be fertilizing and mowing the soccer field at the fairgrounds. The playground equipment will start being removed on June 1st. Orange fencing will be put up during this time. Another fiber optic company is coming in to install fiber optic internet and there isn’t anything the village can do about them installing it.

Motion by Estes, 2nd by Spaulding to approve payments of claims and accounts from the General Fund.

Roll call vote: Deer-yes, Estes-yes, Ponton-yes, Seidelman-yes, Spaulding-yes, Brown-yes. Motion carried.

Motion by Estes, 2nd by Deer to approve payments of claims and accounts from TIF. 

Roll call vote: Estesyes, Ponton-yes, Seidelman-abstain, Spaulding-abstain, Brown-abstain, Deer-yes. Motion carried.

Committee Reports

Finance & TIF: The audit will start the end of June. The Budget Ordinance will be on the agenda for approval in May. It is now available for review.

Public Works: Cross Construction will be in town to fix the side of the roads and ditches.

Judiciary: Chief Bein presented his report. The background check has been received for one applicant.

Parks & Recreation: The playground equipment will be put in place once the ground has been prepared which will begin the first part of July. Looking at getting food trucks for the fireworks. There is a sign at the tennis courts for a reserved time for lessons. Another community member would like to also reserve a time. Since the first time is no longer being used, they will check and see if the second person can still do the same times.

OLD BUSINESS:

Nothing.

NEW BUSINESS:

The Budget Ordinance for fiscal year beginning May 1, 2023 and ending April 30, 2024 is being tabled until the May meeting.

Motion by Deer, 2nd by Spaulding to approve the 2023 Motor Fuel Tax Fund program in the amount of $115,000.00. 

Roll call vote: Ponton-yes, Seidelman-yes, Spaulding-yes, Brown-yes, Deer-yes, Estes-yes. Motion carried.

Line item transfers from fiscal year beginning May 1, 2022 and ending April 30, 2023 has been tabled until the May meeting.

Motion by Spaulding, 2nd by Seidelman to approve the payment to American Prairie for brown lime and Coffin Trucking for transportation to the new ball field not to exceed $6000.00. 

Roll call vote: Seidelman-yes, Spaulding-yes, Brown-yes, Deer-yes, Estes-yes, Ponton-yes. Motion carried.

Motion by Deer, 2nd by Estes to approve ordinance 23-1 the annexation of 10 acres +/- to the Village of Fisher. 

Roll call vote: Spaulding-yes, Brown-yes, Deer-yes, Estes-yes, Ponton-yes, Seidelman-yes. Motion carried.

The sponsorship of Fisher CUSD #1 grant application for Illinois Safe Routes to School Funding program has been tabled.

No media was present.

Motion by Seidelman, 2nd by Spaulding to enter executive session pursuant to 5 ILCS 120/2 (c)(1) for the limited purpose of considering the employment, performance and/or compensation of one or more employees of the Village. 

Roll call vote: Brown-yes, Deer-yes, Estes-yes, Ponton-yes, Seidelman-yes, Spaulding-yes. Motion carried.

Motion by Deer, 2nd by Estes to approve the hiring of Nicholas Cruppenink at a starting salary of $40,000 plus benefits and the following salaries:

Brenda Cook: $47,500.00

Steve Bein: $56,836.00

Ken Roemer: $43,680.00

John Priest: $26.00 per hour

Jerow Scheel: $22.00 per hour

Roll call vote: Estes-yes, Ponton-yes, Seidelman-yes, Spaulding-yes, Brown-yes, Deer-yes. Motion carried.

Motion by Deer, 2nd by Estes to adjourn. Voice vote: all yes. Motion carried. Time: 7:40 p.m.
