City of Gibson City Council met Feb. 16.
Here are the minutes provided by the council:
Meeting was called to order at 4:00 p.m. by Mayor Dickey.
Roll call Members: Mayor Dickey, Susie Tongate, Jan Hall, Randy Ferguson all present.

Secretary Jan Hall read last meeting minutes of December 6, 2021.
Andy Keiser reviewed where we stand in the planning. Plans are 99% complete, he has some minor changes to complete before the next step, which is sending plans to IDPH (IL Dept. Public Health)
Hall shared cost estimates that were prepared in 2019. At that time the overall estimate was about $4.2 million dollars. Mayor Dickey shared that we didn’t put the job out for bids last spring due to economy, CoVid, and parts availability.
Kieser still feels the prices maybe 30% higher than projected, but he will reach out to contractors and suppliers for an updated cost list.
Ferguson suggested we just move forward and get bids, but Engineer explained he first needs to submit to IDPH for review and put the job out for bids after we have that permit. Process to get the state permit takes about 2 months.
Hall clarified that the $7.5 million bonds the city obtained was specifically for building the new pool, at about $5 million, and the $2.5 excess was for unforeseen overages or for use in capital improvements for the city. Financial advisors projected that the bonds will be repaid from TIF 2 funds. If the city changes the intended use, we will need to consult the bank and Bond counsel.
Committee agreed to move forward, have engineer submit plans for permitting, update cost sheets and have another meeting on Thursday, March 16th @ 4:00 p.m. in city council chambers.
