City of Gibson City Council met Dec. 12.

Here is the minutes provided by the council:

Call to order at 7:00 p.m. by Mayor Dickey.

Others present: (Sign-in sheet attached) Chief Adam Rosendahl, Water Supt. Tyler Martin, Administrative Assistant Scott Shull, Farnsworth Engineer Dennis Cummins, and Jean Noellsch, Ford County Chronicle.

Alderman Tongate led the pledge.

Approval of Minutes of November 28, 2022 Alderman Fisher made a motion approve minutes of November 28, 2022 as submitted –2nd to the Motion by Alderman Tongate, Motion carried 4/0.

Approval of Bills:

Motion made by Alderman Fisher to pay 2 checks from TIF2 in the amount of $55,090.63, 2nd by Alderman Tongate, motion carried 4/0.

Motion made by Alderman Fisher to pay General Fund bills in the amount of $85,740.97, 2nd by Alderman Davis, motion carried 4/0.

OLD BUSINESS: 

A. Consideration of invoice from Farnsworth Group – Invoice #4 for engineering fees was presented by Engineer Dennis Cummins. Motion to approve payment of $15,930.08 made by Alderman Wyant, 2nd by Alderman Fisher, motion carried 4/0.

NEW BUSINESS:

A. City Attorney Marc Miller summarized the Tax Levy Ordinance, making note that it has not increased in several years due to the City having several other reliable sources of income. The actual levy amount is $315,000.00. Motion made by Alderman Tongate with 2nd by Alderman Fisher to approve the 2022-2023 Tax Levy, Ordinance #22-O-12 in the amount of $ 315,100.00. Motion carried 4/0.

B. Proposal to complete the front outer façade of the Police Station – 2 bids were submitted, one from C Young Construction - $8,850.00, and the other from JD Construction Services - $4,796.00. Motion was made by Alderman Wyant and 2nd made by Alderman Davis to approve the low bid from JD Construction in the amount of $4,796.00. Alderman Fisher questioned why our city crew was not completing the project as planned, and Supt. Martin stated that we do not have the equipment and crew at this time. The work to date was done by Supt. Wayne Link with his personal equipment. Motion carried 4/0.

C. Elevator Lift – Submitted by Lifts of Illinois, Roanoke, in the amount of $25,000 (see attached). After discussion with City Attorney Miller, Mayor Dickey recommends tabling this matter until we contact Engineer Mike Friend for input on the project to insure it meets all ADA requirements. Supt. Martin will contact Friend for consultation.

D. Year End Employee Adjustments – Mayor Dickey stated that typically the City provides $100 GC Bucks to full time employees, and $50 GC Bucks to part-time employees for the end of year adjustment. Motion by Alderman Tongate with 2nd by Alderman Wyant to approve year-end adjustments as recommended. Motion carried 4/0.

E. Reimburse GC Baseball Program in the amount of $1,000 from Flood Insurance payment to replace damaged equipment. Alderman Tongate reported that she has stayed in touch with Adam Elder who represents the youth baseball league about their needs to replace equipment ruined by the August 2021 flood. Insurance payment has been received, and a Motion made by Alderman Tongate with 2nd by Alderman Davis to compensate the baseball leagues with the $1000 insurance payment. Motion carried 4/0.

F. Consideration of transferring $1,000 from Parks Budget to GC Baseball League to help with losses not covered by insurance. Motion made by Alderman Tongate, 2nd to motion made by Alderman Fisher. Motion 4/0.

In other business, City Clerk Jan Hall announced petition paperwork is being accepted now through next Monday the 19th of December, and reminds anyone filing to be certain and have the Statement of Economic Interest Paper file stamped by County Clerk Amy Frederick at the courthouse in Paxton prior to bringing their packets to file.

Motion to Adjourn made by Alderman Davis, 2nd by Alderman Tongate, all in favor, meeting adjourned at 7:23 p.m.
