City of Gibson City Council met July 25.

Here are the minutes provided by the council:

Call to order at 7:00 p.m. by Mayor Dickey in council chambers at City Hall.

Roll Call:

Others present: Mike Friend – Farnsworth Group, Supt. Wayne Link, Administrative Assistant Tucker Cribbett, Chief Adam Rosendahl, Water Supt Tyler Martin, City Attorney Marc Miller Jean Noellsch Ford County Chronicle, Treasurer Scott Shull, Brad Duncan, Regina & Loga Luparell-Troop 29, Sarah & Keith Eyre, Allison Spiller, Hansley Spiller, Tom Davis.

Alderman Celeschi made a motion approve minutes of July 11th and 18th 2022, 2nd by Alderman Tjarks. Motion to approve minutes carried 7/0.

COMMITTEE REPORTS: None.

ADMINISTRATIVE REPORT: None.

Treasurer Shull presented the June 2022 treasurer’s report. No questions or comments made. Approval of Bills:

Motion made by Alderman Fisher to pay General fund bills in the amount of $39,787.25, 2nd by Alderman Tjarks. Fisher had one question regarding check #51985 to Barrow Tree Service in the amount of $2500 / $100 per hour. Fisher asked why the City is paying Barrow Tree Service to supervise Michael Poor Tree Service, who is called in if the trees are larger than Barrow’s service can handle. Questions arose about how trees are selected, by whom, who is supervising the decisions and the work. At this time, Alderman Fisher amended his Motion to Pay bills with exception of Barrow Tree Service / $2500, Alderman Tjarks also amended his 2nd to agree with holding check # 51985 at this time. A committee meeting will be called to discuss and set standards for future tree work. Motion to pay bills as amended passed 6 yes, Wyant abstained due to having an invoice.

Motion made by Alderman Fisher to pay 4 checks from TIF 2 totaling $31,949.75, 2nd by Alderman Celeschi, motion carried 7/0.

OLD BUSINESS:

Approval and Consideration of Budget & Appropriation Ordinance for FY 2022-2023. Motion may by Alderman Davis, 2nd made by Alderman Hankes, motion passed 7/0.

NEW BUSINESS:

A. Consideration of Mayoral Appointment of Allison Spiller as a Jr. Alderman. Motion to approve this appointment made by Alderman Davis, 2nd by Alderman Tongate, motion carried 7/0. City Clerk Jan Hall administered the Oath of Office to Allison and she was seated at the council table.

B. Discussion and consideration for contract renewal for contracted Wastewater Plant Superintendent. At this time, Alderman Wyant made a motion to enter into Executive Session for the limited purpose of discussing the employment, performance and/or compensation of one or more city employees pursuant to 5ILCS 120/2 (c) (1). 2nd made by Alderman Hankes. Council entered Executive Session at 7:15 p.m.

Council returned to regular session at 7:24 p.m., Alderman Celeschi made the motion to rehire Brad Duncan for this fiscal year, at a rate of $1400.00 per month, which is a $100 increase from last year, leave mileage at .65 cents a mile, and pay the extra work as needed at a rate of $35.00 per hour. 2nd made by Alderman Tongate; motion carried 7/0.

C. Discussion and consideration to establish product and personnel fees for time and labor. Mayor Dickey asked Atty. Miller to explain – council can have an Ordinance created to have set rates and fees for use of city equipment and manhours reimbursements. Example, if a contractor breaks an underground line, it would technically be theirs to repair, but if it is advisable to the city workers to perform the work for them, this ordinance will provide authority for charges. After discussion, council agreed this is worthy of a ‘tandem-committee meeting’ to discuss and set fees and rates, and then Attorney Miller will put it into Ordinance form. No vote or meeting scheduled at this time.

D. Discussion and Consideration of the 2022 Christmas Parade Resolution – Mayor Dickey stated that this is the same resolution the city passes every year due to the parade line-up beginning at County Market and involving state routes before coming down Sangamon Avenue. It is a requirement of the state. Alderman Davis made a motion to approve Resolution, 2nd by Alderman Celeschi, all in favor, Resolution for Christmas Parade passed 7/0.

Motion to Adjourn made by Jr. Alderman Spiller, 2nd by Davis, all in favor, meeting adjourned at 7:40 p.m.
