City of Gibson City Council met July 14.

SPECIAL MEETING
Call to order at 7:00 p.m. by Mayor Dickey via Zoom connection.

Sole purpose/Agenda for this meeting is to discuss and consider bids received this week for the chip/seal project as planned by Supt. Link with Engineer Friend.
Friend reported that New Frontier Materials, LLC of MO earlier this week presented the sole bid for the hauling of trap rock for this project from the quarry in MO to the designated stockpile locations in Gibson City. Their bid was: $105 per ton/1400 ton totaling $147,000.
Today, bid opening at 2:00 p.m., 3 contractors had shown interest, sole bidder was McLean County Asphalt. Friend explained that he and Supt. Link had trimmed the project prior to preparing the bid documents in order to be certain to stay within budget. McLean County Asphalt bid 1190 tons of trap rock @ 79.11 per ton totaling $94,140.90, and the seal coat at 177 tons unit price of $1188.00, totaling $210,276.00, for a total bid of $304,416.90, which is $104,067.50 below the engineer’s estimate.
Discussion – due to McLean County bid coming under estimate, Friend suggested that a change order also be approved for adding back in some of the streets, which is agreeable with McLean County Asphalt.
At this time, Mayor Dickey asked for a single motion to cover both bids and the change order.
Motion made by Alderman Tjarks to approve New Frontier bid of $147K, McLean County Asphalt bid of $304,416.90, and change orders as needed for additional work, providing all work, material, and engineering fees due not exceed the $600,000 budgeted. 2nd made by Alderman Wyant. Roll Call vote, Motion passed 6/0.
Motion to Adjourn made by Alderman Hankes @ 7:20 p.m., 2nd by Alderman Tongate, all in favor.
