Village of Bismarck Village Board met Jan. 17.

Here are the minutes provided by the board:

1. At 6:33 p.m. in the Village office located at 106 E. Holloway, Bismarck, Illinois, President Brown opened the meeting with the Pledge of Allegiance.

2. Roll call was taken by Clerk Brandye Kizer. Board members present were Trustees Terry Light, Karel Volpert, Sheila Switzer, and Mary Potter, President Mike Brown, and Treasurer Adam Muehl. Trustee Jeff Beukelman and Trustee Kris Kizer were absent. A quorum was established. Guests in attendance: None

3. Approval of agenda for January 17, 2022, was made on a motion by Trustee Terry Light and seconded by Trustee Karel Volpert. The motion passed by acclamation.

4. Approval of the Minutes for Regular Board Meeting held on December 21, 2021, was made on a motion by Trustee Terry Light and seconded by Trustee Sheila Switzer. Motion passed by acclamation.

Approval of the Minutes for Special Board Meeting held on December 27, 2021, was made on a motion by Trustee Karel Volpert and seconded by Trustee Mary Potter. Motion passed by acclamation.

5. Public Comments/Questions: None

6. President’s Comments: President Brown thanked everyone for being at the meeting tonight. He asked if anyone had any questions for him. None were noted.

7. Correspondence: Clerk Brandye Kizer read a thank you card from Trustee Sheila Switzer for the thoughtful gift and thoughts at the loss of her mother.

8. Treasurer Adam Muehl presented Treasurer’s report. Most of the bills paid out this month are for regular and recurring bills. Department of Animal Regulations had 2 cases this billing cycle for a charge of $139.00. Trigard Hall of Fame bill was for the Bismarck clean-up signs from this past summer. The bill was just now received by the Village as Hall of Fame had gotten the invoice returned by the postal service several times and had to email the invoice to the Clerk. There is still a concern that the Vermilion County Sherriff’s bill is $883.64 for minimal services provided. There is concerns about not having a police officer in the Village and President Brown stated the board can discuss other options. He will call and speak to the Vermilion County Sherriff’s Department about discontinuing their services as it is not cost feasible for what they are providing. The total for bills this month was $2,242.25.

Trustee Mary Potter made a motion to approve treasurer’s report and bills as presented, with a second by Trustee Sheila Switzer. The motion passed by roll call vote.

Treasurer Adam Muehl reported that the account balances as of 12/31/2021 are as follows:

New General Fund $267,926.80

Old General Fund $16,350.19

TIF $72,943.37

MFT $60,870.05

Treasurer Adam Muehl discussed that December transfer did not get transferred in time and he needs approval to transfer $8,202.72 from Old General Fund to the New General Fund. Trustee Karel Volpert made a motion to approve, with a second by Trustee Terry Light, to approve the transfer of funds as presented. The motion passed by roll call vote.

9. Reports of committees and assignments

a. Budget and Finance

i. Presented Keep Vermilion County Beautiful Annual Membership fee of $150.00. Trustee Mary Potter made motion to approve the membership fee as presented, with a second made by Trustee Sheila Switzer. The motion passed by roll call vote.

ii. Presented Attorney invoice from Steve Miller for $1,665.50 for preparation of Public Meeting, documentation, and consultation services. Trustee Karel Volpert made motion to approve the invoice as presented, with a second made by Trustee Terry Light. The motion passed by roll call vote.

b. Tax Increment Financing (TIF)- None

c. Public Works/Municipal Projects (Roads, Drainage, other improvements)

i. MFT Funded Projects

a. Village Basins (MFT Funds)- President Brown is keeping an eye on the basins. He stated the basins seem to be working well and they are working to keep leaves away from the basins.

d. Public Works (non-MFT Funds)

i. President Brown discussed the Holloway Resurfacing Proposal and that he has not heard anything new from the State. He does know the project is slated for March 2023 and appears to still be on target. No new updates.

ii. President Brown discussed Donohue Sewer System Detail. President Brown stated that Jay Bullock will have everything completed by end of the month. President Brown delivered the news that Jay Bullock will be retiring and Mr. Terry Boyer will be taking over.

iii. Presented Attorney invoice from Donohue for $2,185.00 for preparation of sewer system detail services. Trustee Terry Light made motion to approve the invoice as presented, with a second made by Trustee Sheila Switzer. The motion passed by roll call vote.

e. Health and Safety

i. New Health and Safety Ordinance Complaints

President Brown and Clerk Brandye Kizer stated there were no new ordinance complaints at this time. No new complaints by Trustees. Trustee Sheila Switzer raised the concerns about the sidewalks by the high school that was brought up by resident Mrs. Judy Pendleton. President Brown stated that the Representative is aware of the concerns, and they are looking into it. Trustee Mary Potter stated that it would be very difficult to put sidewalks along the roadway because of the ditches and the narrow roadway, but she would like to have the speed limit reduced. Trustee Mary Potter and Trustee Terry Light discussed that the concern had been raised in the past by Trustee Mary Potter and she was informed they would not reduce the speed limit. The Village has no control over the speed limit on Holloway as it is a state route.

ii. President Brown discussed the changes with the City of Danville and the Municipal Court (previously known as Night Court) and the City of Danville’s Council decision to no longer have an agreement with the county villages and towns. The Village of Tilton will be holding a meeting with the surrounding Villages and towns to discuss options. President Brown will hopefully have more information at next meeting on what the options could be.

iii. The Village Board discussed the concerns with the current charges of the Sherriff’s Department and the visibility they provide. They do patrol in the Village by parking their vehicles at the school or fire station, but they do not appear to leave their vehicles. There is concern they are just collecting the funds and not really providing a service to the Village. They are a mere presence. President Brown did respond that they did handle the situation about the vehicles on the ball fields recently.

f. Ordinance

i. President Brown stated he would like to table the Stormwater Special Service Area Ordinance until all members were present.

ii. President Brown stated he would like to table the Video Gaming discussion and action until all members of the board were present.

Both items were tabled by the Village board with a roll call vote. Trustee Terry Light made motion to table both items as requested, with a second made by Trustee Mary Potter. The motion passed by roll call vote.

g. Permits- None

h. Keep Bismarck Beautiful (KBB)

i. Trustee Karel Volpert discussed that the letters and certificates were given to the winners and acknowledged them for their wonderful light displays. It was stated that winner Julie Sheets was thrilled with her prize from the Holiday Lighting and Trim Contest.

It was discussed that the committee would like to do something special for the 150th celebration. This could be flowers or some other way to dress up the Village.

12. Date and Time of Next Meeting –The next regular meeting will be held at the Village Office in Bismarck, Illinois, at 6:30 p.m. on February 21st, 2022. Bills to be considered for payment and items for the agenda are to be submitted by February 14th, 2022, to Village Clerk and Village Treasurer.

13. Adjournment – With no further business to come before the Board at this time, upon motion by Trustee Terry Light, with a second by Trustee Mary Potter, the meeting was adjourned at 7:28 p.m. The motion passed by acclamation.
