Citizens wishing to address the Village Board with respect to any item of business listed upon the agenda, or any matter not appearing on the agenda, are asked to complete a public participation form, and submit it to the Village Clerk prior to the meeting. 7. Approval of Consent Agenda by Omnibus Vote

All items under the Consent Agenda are considered to be routine in nature and will be enacted by a single motion and subsequent roll call vote. There will be no separate discussion of these items unless a Village Board member so requests, in which event the item will be removed from the Consent Agenda and considered as the first item after approval of the Consent Agenda.

(A) Affirmation of the Appointment of Jill Alred to the Liquor Commission for a term expiration of 2025

(B) Affirmation of the Appointment of Ann Long and Patty Stoffel to the Tree Commission for a term expiration of 2023

(C) Minutes of Regular Study Session July 6, 2021

(D) Minutes of Regular Board Meeting July 13, 2021

(E) Motion to approve Bills and Monthly Financial Reports

9. Motion to authorize and approve adding a Community Social Worker position to the Police Department.

10. Motion to authorize and approve the selection of Hanson Professional Services, Inc. as the Airport Engineering Consultant with a five-year contract

11. Motion to authorize and approve a contract with Cross Construction, Inc. in the amount of $1,440,957.70 for the roadway improvements associated with the resurfacing of Congress Ave and Sheldon Street

12. Motion to authorize and approve a contract with Mid Illinois Concrete & Excavation, Inc. in the amount of $130,000 for sidewalk improvements along Route 136.

13. Motion to authorize and approve an agreement with Parker Fabrication, Inc. in the amount of $99,793.46 for the replacement of silencers on Generators #15 & #16 in the Industrial Substation

14. Motion to authorize and approve the purchase of a replacement bucket truck from Altec Trucks in the amount of $220,000.00

15. Motion to authorize and award a contract to Dirtworks Truckting & Excavation Co. in the amount of $175,840.00 for disposal of wastewater sludge.

16. Motion to authorize and approve the purchase of a replacement tandem dump truck from CIT Trucks in the amount of $145,000.00

17. Motion to authorize and approve the Agreement to Occupy Property at South Frontage Road
