Village of Ogden Village Board met June 4.

Mayor Clements called the meeting to order at 7:12 p.m.

PUBLIC COMMENT: None
APPROVAL OF AUTHORIZATION TO BID ON THE NORTH EAST OGDEN DRAINAGE PROJECT:
Trustee Newsom made a motion to approve the authorization to bid on the North East Ogden drainage project not to exceed $333,000.00. Trustee Vickers seconded the motion.

Trustee Newsom reported that there is verbal conformation from Mrs. Shutt. The Village will move forward with the bidding process. The total estimate for the Villages portion of cost is $333,000.00. 64% of the costs is being paid by others.
Trustee Newsom said the Village needs to figure out how to pay for our costs. He suggests we get a loan and add other drainage costs to the loan amount. He suggests we have an engineer to see what we really need to do on North St and that side of town so we can tie that drainage into the North East project.
APPROVAL OF CROSS CONSTRUCTION PROPOSAL (Not to exceed $73,124.35):
Trustee Newsom made a motion to approve Cross Constructions Proposal for Broadway Street repairs not to exceed $73,124.35. Trustee Cooper seconded the motion. Roll call vote:

Trustee Newsom spoke with Don Wauthier about Cross Constructions proposal. Mr. Wauthier made some suggested changes. The Village will go back to Cross Construction with the suggested changes. The changes should not be expensive. These repairs will be out of general fund. MFT will not be used.
Trustee Esposito wanted to know if this cost also included fixing the drainage on Broadway St. Trustee Newsom said no. He said the original fix was to take the crown out of the road. Trustee Newsom said Mr. Thompsen will put a drain tile in the road to help with drainage. This will be done before the road is repaired.
APPROVAL OF BERNS, CLANCY & ASSOCIATES QUOTE FOR BROADWAY ST REPAIRS (not to exceed $253,000.00):

APPROVAL OF BERNS, CLANCY & ASSOCIATES QUOTE FOR ALLEY BETWEEN MAIN ST AND BROADWAY ST REPAIRS (not to exceed $19,000.00):

APPROVAL OF INTERGOVERNMENTAL AGREEMENT FOR ANIMAL CONTROL SERVICES AND IMPOUNDMENT SERVICES WITH CHAMPAIGN COUNTY ANIMAL CONTROL:
Trustee Cooper made a motion to approve the intergovernmental agreement for animal control services and impoundment services with Champaign County Animal Control. Trustee Vickers seconded the motion. Roll call vote:

DISCUSSION OF 2020-2021 APPROPRIATION ORDINANCE:
The Village Board did not feel any changes were needed this year.
APPROVAL OF ILLINOIS RURAL WATER ASSOCIATION MEMBERSHIP (not to exceed $332.76):
Trustee Esposito made a motion to approve the Illinois Rural Water Association membership for $332.76. Trustee Cooper seconded the motion. Roll call vote:

COMMITTEE REPORTS:
Building/grounds: Trustee Esposito reported that the solar lights for the flagpole are in. Mr. Thompsen will install them. She also reported that the Village hot water heater is not working, Clerk Bowman will call Simply Plumbing on Monday.
Health & Safety: Trustee Acklin reported that three letters were sent out this week about mowing and debris.
Trustee Acklin asked if there was anything the Village could do about the mobile home in disrepair on Broadway St. He reported that no one is currently living in it. The man that was living in it died and his wife is in a nursing home. The son has been paying the taxes and Mary McMahon has been mowing the property. It has been vacant for two years. Attorney Miller said we can deem it as a dangerous property if it has a sagging roof, collapsing walls, or other major structural damages. Mr. Miller said if we can prove who owns it, we can ask them to give it to the village to remove. Trustee Acklin will look into it.
Sewer: Trustee Haan said he would like for the lawyer and the accountant to look at the letter about ACH payments before it goes out.
Water: Trustee Vickers reported that if everything goes well with the June ACH payments letters will be sent out to all the water customers offering it to them.
Trustee Vickers reported that we will resume late fees and certified notices in June for late water/sewer bills. She reported that a new phosphate pump is needed in the water plant. This will cost between $500 and $600. She also said Lorin will look up cost to paint filters, the roof is leaking again, we need to paint the outside of the plant and that water quality reports were delivered last month.
Streets/alleys/sidewalks: Trustee Newsom reported that Mr. Thompsen has spoken with Ed Clancy about the oil and chipping streets.
Trustee Esposito reported that Trustee Newson needs to contact Darrin Bressner about the cracked sidewalk on West Ave.
The Village received a complaint about a broken sidewalk on North St. Trustee Newsom will look at it.
Trustee Cooper reported that Sycamore St needs potholes filled, and the alley needs rock.
Budget: Trustee Haan would like to see last year’s expenditures by month to compare to current month in board packets. He will email request to Jennifer to pass on to RBS.
Business: Trustee Haan would like to encourage everyone to continue to support local business.
Trustee Vickers reported that the Bobby Rigdon’s building the old Sadler Feed Mill is for sale for around $81,000.00. Trustee Newsom reported that the New Wave salon has closed permanently.
Events: Trustee Cooper reported that the festival is cancelled for this year. She has been in contact with the Health department and the insurance company. The Health Department said that no festivals are allowed until phase 5 and that will not be until the 1st of the year probably. If we had the festival without waiting until phase 4 it would not be covered by our insurance and no food permits would be issued. The States Attorney could do a cease and desist order and the Village could be fined. Trustee Cooper does not want to take any of these chances.
Trustee Cooper and Trustee Esposito said they will still have Ogden’s 150th T-shirts made by order. They will advertise them on Facebook.
Trustee Esposito would like to have the Easter Egg hunt around Thanksgiving possibly.
Drainage: Trustee Newsom reported that the Village needs to have the drain tile that goes down the middle of Marilyn and Lynn side of town looked at and possibly cleaned out. He would also like the one on Broadway checked.
MAYOR: Mayor Clements reporter that the sign for the recycle dumpster has been put up. He also reported that around the Welcome signs have been mowed and trimmed.
Mayor Clements also reported that the Village received a complaint about speeding on Main St. Trustee Newsom suggested maybe putting up a permanent speed sign. Trustee Esposito does not think it will do any good. Trustee Cooper does not think they will stop at a stop sign either but suggested rumble strips or a speed bump. Trustee Vickers said that license plate numbers need to be written down and County Sherriff’s office should be called.
Mayor Clements reported that there is a library board meeting tomorrow night at 6:30 and some of the board members have requested that Village Trustees attend.
OTHER BUSINESS: Trustee Vickers requests that the Village do a monthly recognition of long-time residents or business owners that pass away. She reported that Terry Wright passed away.
Trustee Vickers reported that all the flower beds have been planted. She also reported that the bench at the Inter Urban park is broken. Clerk Bowman will look into getting a new one. Trustee Vickers would like to get one like the one at the post office.
