Champaign County Sheriff's Merit Commission met Jan. 29.

CALL TO ORDER
Chair Kirby called the meeting to order at 12:0 I p.m. Declaring a quorum present, the Chair proceeded with the meeting.
APPROVAL OF MINUTES
Commissioner Cunningham made a motion to approve the minutes from the August 7, 2019 meeting; seconded by Chair Kirby. Motion passed.
PUBLIC PARTICIPATION
Sheriff Heuerman checked the lobby of the Sheriff's Office - there was no public participation.
ACTION ITEMS/DISCUSSION
The meeting started with discussion of qualifications for the position of sergeant and lieutenant within the Corrections Division. Discussion was whether an individual must have continuous years of service or if they can be considered with sporadic years of service with CCSO. It was determined by the Commission years of service did not have to be continuous. Roll call was taken on each individual qualified for the position of sergeant and lieutenant and the list was certified. This list will be good for a two-year term.
Sheriff Heuerman explained the changes he would like to make to the current Merit Commission Rules, Regulations and Procedures. Applicants must pass a medical examination, including drug screening and must have a negative result for both controlled substances and marijuana. Also, the rules need to reflect the current contracts and state that all initial appointees shall serve a probationary period of 18 months.
Commission Cunningham moved to incorporate all the changes and amend the current rules; seconded by Chair Kirby. Motion passed.
OTHER BUSINESS
Sheriff Heuerman did speak about he would like to increase recruitment in all divisions. Salaries need to be increased to compete with other agencies.
Secretary Schleinz advised next meeting will be sometime in April when Commissioner Clark returns to town.
ADJOURNMENT
Motion to adjourn the meeting by Commissioner Cunningham; seconded by Chair Kirby. The meeting adjourned at 12: 10 p.m.
