1. CALL TO ORDER
The Silver Beach Road Ad Hoc Committee of the Village of Belgium was called to order by Village President Pete Anzia on December 2, 2019, at 6:00 PM, in the Village Hall, 104 Peter Thein Ave, with the following members present:

PRESENT: Committee Members: Village President Pete Anzia, Trustee Josh Borden, Al Krick, DPW Superintendent Daniel Birenbaum, Building Inspector Roger Kison arrived at 6:03 pm, and Vickie Boehnlein Treasurer, Julie Lesar Clerk. Belgium Area Chamber Members (BACC): Annie Noster, Jay Lauer, Brady Ingelse, Peggy Wester, Joe Radosevich, and Tara Williams. Also in attendance: Clem Gottsacker Village Trustee, Paul Bley Wastewater Superintendent, Pat Wester DPW Employee, and Mitch Maersch from the Ozaukee Press. Village Engineer, Matt Greeley joined the meeting via phone at 7:00 pm.

3. BUSINESS FOR THE MEETING: CONSIDERATION, DISCUSSION AND POSSIBLE
ACTION REGARDING:
a) Future plans for paving Silver Beach Road:
On behalf of the BACC, Board member Jay Lauer is requesting that the Village form a committee to discuss future planning for paving Silver Beach Road. The committee would consist of stakeholders such as Village Trustees, BACC members, Town of Belgium, and Business owners. He stated the importance of having a plan to proceed. He also added that the BACC has been contacted by two potential businesses with interest in Belgium. The businesses did not proceed because of Silver Beach not being paved. Pete Anzia pointed out that the east section of Silver Beach is owned by the Town of Belgium. The ownership of this section is a hurdle that the Village will need to address. Al Krick suggested that the Village form a committee to discuss the issues and form a development plan. Lauer stated the importance of planning ahead and being aware of all factors and the potential to increase the Village’s tax base. Treasurer Vickie Boehnlein stated the importance of taking into account the Village’s Debt Capacity when discussing this project. Josh Borden suggested that a committee be formed to reach out to the Town of Belgium to discuss their interest in this project. Al Krick made a motion to recommend to Village Board to form an exploratory committee for the Silver Beach Road project. Committee members to be decided by the Village Board. Motion was seconded by Dan Birenbaum. Ayes: Anzia, Krick, Borden, Birenbaum, and Kison. Noes: none; Abstain: none. MOTION CARRIED.
b) Discussion of possible grants: The committee discussed the possibility of applying for the DOT Multimodal Local Supplement (MLS) Grant offered by the state. The deadline for this grant is 5:00 pm, December 6, 2019. Matt Greely stated in an email that McMahon Engineering would be able to make the deadline on behalf of the Village if requested. Letters of support from the Town of Belgium and BACC would be good additions to the application. At 7:00 pm, Matt Greeley was called to join the discussion. The committee asked Greeley to confirm the role of the Town of Belgium for the application. The Town has also applied for the grant to complete a Town project. Borden voiced concerns of the Silver Beach application affecting the Town’s own application. The committee requested Greeley to verify with the DOT whose jurisdiction the project would fall under and if the Town would be affected if the Village pursued a grant application for the Silver Beach project. It was also asked if any supplemental information could be submitted after the deadline. Greeley will follow up with the Village regarding these questions. Anzia will also reach out to the Town of Belgium to verify their interests in pursuing the grant application with the Village.
