City of Champaign City Council met Dec. 3.

There being a quorum present, Mayor Feinen called the meeting to order at 7:08 p.m. following the monthly Township meeting.
Mayor Feinen noted CM Stock was absent due to a school function. She asked that everyone remember Decari Roberts, a youth shot in his home over the weekend, and his family; and for everyone to get involved to try and end the gun violence in the community. She noted these acts will not be normalized, and she encouraged anyone with information to contact the police.

APPROVAL OF MINUTES:
CM Brix, seconded by CM Gladney, moved to approve the following minutes:

A voice vote was taken on approval of the minutes; all voted yes.

ACTION ON COUNCIL BILLS
ORDINANCES AND RESOLUTIONS:
CM Brix, seconded by CM Gladney, moved to consolidate CB-2019-206 and CB-2019- 207. A voice vote was taken on the motion to consolidate; all voted yes.
Passed CB-2019-206, “An Ordinance Levying
The Annual Taxes For General Purposes In The City Of Champaign, Illinois For The Fiscal Year Beginning July 1, 2019 And Ending June 30, 2020 (2019 Tax Levy)”
Total Levy Amount $26,196,200 Tax Levy Rate 1.3152 per $100 of Equalized Assessed Value (EAV)
Passed CB-2019-207, “An Ordinance Directing The Champaign County Clerk To Abate The Tax Levies For Library Operating And Improvement Funds And The General Corporate Purpose Fund For The Tax Year 2019”
After a brief explanation of the Council Bills by Mayor Feinen, Mayor Feinen requested an explanation, for the public, of the rate and abatement amounts noting the published notice reflects an increase in growth in assessed value and new construction, and not an increase in property taxes. A roll-call vote was taken, all voted yes.
Passed CB-2019-208, “A Resolution Authorizing Settlement (Devonte D. Wright, Jordan T. Boyer, Marsherrie K. Franklin And Marsherrie K. Franklin On Behalf Of Her Minor Child, U. F. Vs. City Of Champaign Et Al.) (Case No. 19-cv-2035)”
Total Settlement Amount $87,000
CM Brix, seconded by CM Gladney, moved to adopt the Resolution. After a brief explanation of the Council Bill by Mayor Feinen, a roll-call vote was taken; all voted yes except CM Fourman who voted no.
Passed CB-2019-209, “A Resolution Accepting
A Bid And Authorizing The City Manager To Execute An Agreement For The 2020 Tree And Stump Removal Project (Public Works Department – Desiderio Landscaping LLC, Grant Park, Illinois)”
Bid Amount $119,875
CM Brix, seconded by CM Gladney, moved to adopt the Resolution. After a brief explanation of the Council Bill by Mayor Feinen, CM Bruno questioned the bid letting publication process and why no local vendors participated. A roll-call vote was taken; all voted yes.

COUNCIL AMD MANAGER COMMENTS:
City Manager David reminded Council of the need for a Closed Session to discuss Pending and Probable Litigation following the Post-Council Study Session, followed by adjournment.
VOUCHERS:
CM Bruno, seconded by CM Gladney, moved to adopt Vendor Payments dated November 9, 2019 through November 22, 2019 in the amount of $2,720,758.20. A voice vote was taken; all voted yes.
PAYROLL:
CM Bruno, seconded by CM Gladney, moved to approve the payrolls dated November 15, 2019 in the amount of $1,840,153.39 and the November 22, 2019 in the amount of $75,758.62. A voice vote was taken; all voted yes.
INVESTMENTS:
CM Bruno, seconded by CM Gladney, moved to approve the investments dated November 18, 2019 in the amount of $2,999,390.00 and November 22, 2019 in the amount of $3,000,000.00. A voice vote was taken; all voted yes.
ADJOURNMENT:
Mayor Feinen noted Council would adjourn to Post-Council Study Session then to Closed Session.
