Hoopeston Area Community Unit School District 11 Finance/Personnel/Policy Committee met Nov. 17.

Hoopeston Area Board of Education Finance/Personnel/Policy committee met on November 7, 2019 at 6 pm in Hoopeston Area District Conference room. Members present; Eisenmann, McFadden, Business official Eighner, Supt. Richardson and Auditor Russ Leigh.
Eisenmann called the meeting to order at 6:12 pm. The committee discussed Health insurance benefits for District employees, the increase is shared with the employees. Richardson shared information that we shopped out ancillaries and received a lower pricing on vision and dental which lowered the overall increase of benefits.
Eighner shared the process of the tax levy providing examples of EAV and our tax rate. Discussed the specifics of why certain categories were set and a few were not capped. Discussed the self funded bond, the projects accomplished with the revenue and how that is paid back through Debt Service to the Hoopeston Area District.
Russ Leigh reviewed the Audit, no findings were identified, a clean audit. Hoopeston Area CUSD #11 is at 3.8 Financial Recognition, Russ Leigh encouraged the district to look at activity accounts and booster accounts to make certain accuracy and purpose is apparent in those accounts.
The committee discussed the 1% sales tax. Discussion took place of individuals to spearhead the campaign if the resolution passes the majority of boards of education. The committee discussed executive minutes remaining closed and the destruction of executive minutes older than 18 months.
Personnel, the committee looked at the effectiveness of some positions and the possibility of bringing on positions in newly defined roles to meet District needs currently and in the future. Discussed specific positions and some resignations that will come before the board next week.
