Village of Gifford Board of Trustees met October 4. 

Here is the minutes as provided by the board:

The Village Board of Trustees met at 7:00 p.m. in the Gifford Village Building, to hold their regular monthly meeting. Officers and Trustees present were President Ackerman, Clerk Baker and Trustees Carpenter, Ehler, Hammond, McFadden, Pannbacker and Severins. Treasurer Christie Huls, Zoning Marshall Huls, Water Maintenance Jess Childress, Police Chief Weary and Dave Atchley and Nick Wagner from MSA were also present.


Lori Carpenter and Jarrod Acton were also present.

Pledge of Allegiance and roll call.

Marshall Huls reported that 1 permit was given out in September.

Dave Atchley and Nick Wagner were present from MSA. They had an update about the bioreactor. The flow through the reactor had completely stopped. The reactor was uncovered and the inflow header pipe exposed and tested. The filter fabric had plugged and failed. The fabric was removed. The effluent pipe was partially exposed and again the fabric on the effluent pipe had plugged and failed. The removal of the fabric on the effluent pipe posed a constructability problem. Exposing the pipe would have caused the bank and liner to fail. An alternate solution was implemented by adding 2 connections to the effluent pipe and extending riser pipe. Flows were again tested and this time noted flows from the south sand filter created a much higher peak than flows from the north sand filters. Because of the higher flow rates additional holes were added to the influent header pipe. At this time the reactor is operating and functional. The contractor needs to provide additional chips to bring the top of chips to original plan grade and then top the reactor with dirt. Costs have not been discussed at this time for the additional work. Payout #5 will be after completion and after getting the change order.

No additional information at this time regarding Main Street water main.

They gave us an update on a funding/grant program if interested.

They reported that Mike Shaffer would be out next week to look at the new water tower, the paint is blistering on it.

Each Trustee and Officer had been furnished minutes of the last regular meeting of September 6, 2018. Trustee Pannbacker made a motion to dispense with the reading of the minutes. It was seconded by Trustee Severins. All trustees concurred in a roll call vote (6 yes, 0 no). Trustee McFadden made a motion to accept the minutes as read. It was seconded by Trustee Severins. All trustees concurred in a roll call vote (6 yes, 0 no).

Each Trustee and Officer had been furnished printed copies of the bills to be considered for payment, Trustee Hammond made a motion to dispense with the reading of the bills. It was seconded by Trustee Ehler. All Trustees concurred in a roll call vote (6 yes, 0 no).

Trustee Pannbacker made a motion to pay the bills, with the addition of Vedder Welding for $700.00 and 2 to Kocher/Road and Bridge for $5,790.00 and $9,560.00, also holding the 5th payment to GA Rich. It was seconded by Trustee Severins. All Trustees concurred in a roll call vote (6 yes, 0 no).

Each Trustee and Officer had been furnished printed copies of the Treasurer’s Report, Trustee Hammond made a motion to dispense with the reading of the Treasurer’s Report, except for the summary. It was seconded by Trustee McFadden. All Trustees concurred in a roll call vote (6 yes, 0 no). The starting balance in Village accounts as of September, 2018 was $65,854.07. Total money received for the month of September, 2018 was $94,405.27 plus $10.06 interest from CD#15399 and $21.18 interest from CD#8170. Total expenses for the month were $66,465.74 leaving a balance on September 30, 2018 of $993,824.84.

Police Report

Police Report, hand out, in investigative matters there were 13 incidents, 0 reports and 0 arrests. In traffic matters there were 30 incidents, 28 warnings, 0 citations and 0 arrests.

Water and Sewer Report

Total gallons of water pumped for September was 1,947,000 and the average daily consumption for September was 64,900 gallons. They dug up a leaking water service at 107 E. Plumb St. and replaced the pit, 3 foot of water line and meter. Painted all buildings and piping at the waste water plant, had to jet sewer lines at the South Park restrooms, dug up and jetted 8 inch tile on S. Main, removed hair roots and replaced about 10 feet of damaged tile. Pulled weeds in sand filters at the waste water plant and sprayed around both lagoons. Mowed in town and at the waste water plant, backwashed all pressure filters at the water treatment plant and read all water meters and remotes. Logged all water bill receipts and made all deposits, sent out 15 letters for nonpayment of water and sewer bills and had to shut off two services for non-payment. Had to dig up and replace another water service at 536 S. main, had the new generator put in at the waste water plant and had one more water service to replace at 610 S. Park St. Jess Childress also reported the tile work on Park St. was going good.

Street and Alley Report

Trustee Pannbacker - No report.

Sanitary and Storm Report

Trustee Ehler - No report.

Power Lights and Telephone Report

Trustee Severins – Two lights were out, but have already been repaired.

Resources Management and Public Relations Report

Trustee Carpenter - Questioned the recycle program at Parkland, fee has already been paid.

Facilities Construction and Maintenance Report

Trustee McFadden - No report.

Old Business

Bioreactor discussion was during first part of meeting with Dave Atchley from MSA.

New Business

Jeff Blue to be contacted about road surfacing Main St.

Armstrong High School Booklet Advertisement.

Trustee Severins made a motion to send Armstrong High School $50.00 to go towards their advertising booklet. It was seconded by Trustee Hammond. All trustees concurred in a roll call vote (6 yes, 0 no).

President Ackerman reported about an Ameren meeting taking place in Homer at the Pink Pig, sign up to attend is October 11th and the meeting is on October 18, 2018.

Trustee Pannbacker moved the meeting be adjourned. It was seconded by Trustee Hammond. All Trustees concurred in a voice vote. The meeting was adjourned at 8:00 p.m.
