Village of Belgium Board met April 9.

Here is the minutes provided by the Board:

1. Silence all Cell Phones

2. Call to Order: The meeting was called to order at 7:00 pm by Village President, Vickie Boehnlein.

a. Roll Call of Officers: Officers present were: Village President, Vickie Boehnlein, Trustees, Clem Gottsacker, Josh Borden, Pete Anzia, Gail Kowalkowski, and Rose Sauers. Also in attendance were Village Clerk, Julie Lesar, DPW Superintendent, Daniel Birenbaum, Wastewater Superintendent Paul Bley and Village Attorney Gerry Antoine and Tara Williams representing BACC Tourism Council. Trustee, Dale Pfeiffer was not in attendance. Resident members: Victor Lecato, Jeff Anzia, Joyce Neustedter.

3. Open Meeting Laws Compliance Check: this meeting is in compliance with open Meetings Law of the State of Wisconsin.

4. Pledge of Allegiance to the American Flag, Moment of Silence: All in attendance stood for the Pledge of Allegiance and a moment of silence.

5. Public Input (2 minutes per Person, total of 10 minutes): Resident Joyce Neustedter asked what school district the Village is in. She also noted that the Rummage Sale date posted on the Marque is incorrect. Birenbaum responded that this will be corrected.

6. Belgium Area Chamber of Commerce (BACC) Report: Tara Williams, Chamber Marketing Director provided a report of the following items:

a. Connect Communities Kick-off event: The committee discussed adding community events such as Farmers Markets or providing live music to bring people to the Village.

b. Village of Belgium branding: The Chamber will organize a Chalk Walk Contest during Village Rummage Sale. Residents may submit a sidewalk drawing. Winners will receive passes to the upcoming Rodeo Event at Buechler Farms.

c. Belgium Historical tour: the committee is organizing a historical tour establishing 12 to 14 stops throughout the Village and Town.

d. Job fair at the Cedar Grove Belgium High School, May 2, 2018: thus far eleven Chamber members are participating. It is open to all area businesses.

e. Summer Nights Live: Sponsored bands with opportunities for Civic Organizations to sell food to raise funds. f. Splash pad Sundays

7. Consent Agenda Items (items a-c): A motion was made by Boehnlein and seconded by Gottsacker to approve consent agenda items 7a -7b Ayes – Anzia, Boehnlein, Borden, Gottsacker, Kowalkowski, and Sauers, Noes – none, Abstain – none. Motion carried.

b. Finances

i. Approve Payment of Bills

ii. Approve Village Clerk and Village Treasurer to attend League of Wisconsin Municipalities CTFO Institute in Wisconsin Dells, June 13-15. Budgeted amount of $591 for conference, hotel and meals.

iii. Approve Village Clerk attend WMCS District Meeting in Menomonee Falls on May 17, budgeted amount of $40.

iv. Approve payment to Charter Communication $244,580.21 – burying utilities Phase II Main Street project.

c. Reports – acceptance of March/April reports: A motion was made by Boehnlein and seconded by Sauers to accept consent agenda items 7.c. Ayes – Anzia, Boehnlein, Borden, Gottsacker, Kowalkowski, and Sauers, Noes – none, Abstain – none. Motion carried.

9. New Business:

a. Approve Finance & Personnel’s recommendation to approve “Village of Belgium Elected & Appointed Officials Handbook”: This handbook was drafted by Treasurer, Kelly Brinkman. The handbook will be provided to all board and committee members at the annual reorganization meeting the third Tuesday in April. Boehnlein made a motion to approve the handbook with Attorney Gerry Antione’s recommended changes to be provided to all board and committee members at the annual reorganization meeting. Motion was seconded by Sauers. Ayes – Boehnlein, Borden, Anzia, Gottsacker, Kowalkowski, and Sauers; Noes – none; Abstain – none. Motion carried.

b. Approve advertisement and cost of advertising in Ozaukee Press for 2018 Seasonal DPW employee. Cost of $81 per week. Budgeted $160 to two weeks: Boehnlein made a motion to approve the advertisement and cost. Motion was seconded by Gottsacker. Ayes – Boehnlein, Borden, Anzia, Gottsacker, Kowalkowski, and Sauers; Noes – none; Abstain – none. Motion carried.

c. Approve Finance & Personnel’s recommended advertisement in Ozaukee Press for Village Treasurer/Deputy Clerk. Estimated cost of $160 per week for ad: the board reviewed the advertisement and agreed to not designate a start date and to accept applications until the position is filled. Lesar will forward the advertisement to the Ozaukee Press Tuesday morning for publication on April 12th and April 19th. Lesar will also post the position on the “Clerkslist” network which she is a part of. The board also discussed other possible advertising options. Boehnlein made a motion to approve the revised advertisement and publication. Motion was seconded by Gottsacker. Ayes – Boehnlein, Borden, Anzia, Gottsacker, Kowalkowski, and Sauers; Noes – none; Abstain – none. Motion carried.

d. Approve Finance & Personnel’s recommendation of allocations of the 2017 Fund Balance: Boehnlein reviewed the 2017 fund Balance Analysis worksheet provided. The auditors recommend that the Fund Balance be between 10% to 25% of the annual operating budget which is $1,176,484.99 for 2018. The current fund balance is 29.67% of the 2018 operating budget. The committee has made the following recommendation to spend the extra 2017 fund balance:

i. $4,300 to cover 2018 budget shortages for Auditing services and Public Works garage and equipment

ii. $2,500 Install overhead door to secure Village reception area

iii. $9,600 GIS ARC software – McMahon

iv. $800 Purchase US flags for Main Street

v. $150 Create secure storage for Village’s server, election equipment, and other items.

vi. $350 Purchase storage cabinet for office supplies

vii. $18,500 New siren for Village

viii. $6,500 Sidewalk Heritage Park

ix. $2,600 Gutters for Shop #2

x. $3,700 Purchase Paint Sprayer

xi. $2,000 Concrete slab behind shop

xii. $2,500 Welcome to Belgium Sign

The total of these allocations comes to $53,500. Birenbaum presented an additional request to purchase a Leaf Vacuum which is currently available for bid on Wisconsin Surplus for $10,000 to $15,000. The cost of this equipment new would be $50,000 to $60,000. Gottsacker asked if the Village’s street sweeper could be used to pick up leaves. Birenbaum replied that it could not pickup large piles of leaves. Borden requested to have a couple of price quotes for a new leaf vacuum before the allocation of any funds for a leaf vacuum. Boehnlein made a motion to approve the listed allocations of the 2017 Fund Balance as recommended by Finance & Personnel for a total of $53,500. Motion was seconded by Sauers. Ayes – Boehnlein, Borden, Anzia, Kowalkowski, and Sauers; Noes – none; Abstain – Gottsacker, Motion carried.

e.. Share publication costs of Notice of Noxious Weeds with Town of Belgium. Total Cost estimate of $60 to be split: Boehnlein made a motion to approve sharing publication cost of noxious weeds publication with the Town of Belgium. Motion was seconded by Gottsacker. Ayes – Boehnlein, Borden, Anzia, Gottsacker, Kowalkowski, and Sauers; Noes – none; Abstain – none. Motion carried.

f. Review and accept 2018 BACC Tourism Budget: Boehnlein made a motion to accept the 2018 BACC Tourism Budget. Motion was seconded by Sauers. Ayes – Boehnlein, Borden, Anzia, Gottsacker, Kowalkowski, and Sauers; Noes – none; Abstain – none. Motion carried.

g. Approve Ordinance 5-18 amending § 35-14.B Payment of taxes to include credit card payments: Boehnlein made a motion to approve ordinance 5-18. Motion was seconded by Gottsacker. Ayes – Boehnlein, Borden, Anzia, Gottsacker, Kowalkowski, and Sauers; Noes – none; Abstain – none. Motion carried.

h. Approve Class B Beer Alcohol Beverage License Application from Buechler Farms, LLC: Boehnlein made a motion to approve the Class B Beer Alcohol Beverage License for Buechler Farms, LLC. Motion was seconded by Borden. Ayes – Boehnlein, Borden, Anzia, Gottsacker, Kowalkowski, and Sauers; Noes – none; Abstain – none. Motion carried.

i. Approve Operator License for:

i. Katie Gnodtke

ii. Kathy Freeland

Boehnlein made a motion to approve operator licenses for Katie Gnodtke and Kathy Freeland. Motion was seconded by Borden. Ayes – Boehnlein, Borden, Anzia, Gottsacker, Kowalkowski, and Sauers; Noes – none; Abstain – none. Motion carried.

j. Belgium Inn Room Tax – Authorize Village Attorney to pursue ordinance enforcement action: Antoine reviewed the options and costs of taking legal action to collect the unpaid room taxes. Lesar stated that Village Treasurer, Kelly Brinkman has been contacted by a representative of the current owner to discuss the room tax collection. Antoine will follow up with the hotel owner before going forward with enforcement action. Boehnlein made a motion to authorize Village Attorney, Antoine to pursue ordinance enforcement action against the owners of the Belgium Inn. Motion was seconded by Borden. Ayes – Boehnlein, Borden, Anzia, Gottsacker, Kowalkowski, and Sauers; Noes – none; Abstain – none. Motion carried.

k. Approve request from Public Service Committee to have Village Trustees help supervise e-cycle event co-sponsored with the Town of Belgium on May 19th at the Town dump located at 1215 Jay Road: Boehnlein shared that for the past two years, this e-cycle event has gone over-budget due to continued collection of items after the allocated dumpsters are filled up. She would like the Public Service committee to address this issue going forward. The Public Service committee has budgeted $3,000 for 2018 for this event. This will cover the split (50/50) cost of two dumpsters. A representative from the Village will need to be present during the collection on May 19th to ensure that additional items are not collected after the two dumpsters are filled. Gottsacker agreed to attend the event on May 19th. No motion is necessary.

l. Recognize Gail Kowalkowski’s service as Village Trustee: Boehnlein presented Kowalkowski with a certificated of service and thanked her on behalf of the Village for her service as a Village Trustee.

10. Motion to Adjourn: Gottsacker made a motion to adjourn at 7:55 pm. Motion was seconded by Kowalkowski. Ayes – Anzia, Boehnlein, Borden, Gottsacker, Kowalkowski, and Sauers, Noes – none, Abstain – none. Motion carried.
