Village of Belgium Board Village Board met April 17.

Here is the minutes provided by the Board:

Call to Order: The meeting was called to order at 7:00 p.m. by President Vickie Boehnlein.

Roll Call of Officers: Officers present were President Vickie Boehnlein, Trustees Pete Anzia, Josh Borden, Clem Gottsacker, Don Gotcher and Rose Sauers. Dale Pfeifer was not in attendance. A quorum was established. The following were also in attendance: Village Clerk, Julie Lesar, Treasurer Kelly Brinkman, Wastewater Superintendent, Paul Bley, Building Inspector, Roger Kison, committee/commission members Sheila Birenbaum, Al Krick, and Anthony Graykowski.

Open Meeting Law Compliance Check: This meeting is in compliance with the Open Meetings Law of the State of Wisconsin.

Pledge of Allegiance to the American Flag, Moment of Silence: All in attendance stood for the Pledge of Allegiance and moment of silence.

Public Input (2 Minutes/Person – 10 Minutes Total Time) – No Public input

New Business: Boehnlein explained that she has reviewed the committee assignments and is suggesting the assignments listed below. The Board reviewed the proposed assignments:

a. Pro Tem Appointment: Josh Borden. Boehnlein made a motion to approve Josh Borden as the Pro Tem Appointment. Motion was seconded by Sauers. Ayes- Anzia, Boehnlein, Gottsacker, Gotcher and Sauers; Noes-none; Abstain-Borden; motion carried.

b. Standing Committee Appointments: Boehnlein made a motion to approve the standing Committee Appointments as listed below. Motion was seconded by Borden. Ayes- Boehnlein, Borden, Anzia, Gottsacker, Gotcher, and Sauers; Noes – none; Abstain – none; motion carried.

c. Appointment of Weed Commissioner: DPW employee, Eric Nierode: Boehnlein made a motion to approve Eric Nierode as Weed Commissioner. Motion was seconded by Borden. Ayes-Boehnlein, Borden, Anzia, Gottsacker, Gotcher, and Sauers; Noes – none; Abstain – none; motion carried.

d. Appointment of Village Attorney: Attorney Gerry Antoine: Boehnlein made a motion to approve Gerry Antoine as Village Attorney. Motion was seconded by Gottsacker. Ayes- Boehnlein, Borden, Anzia, Gottsacker, Gotcher, and Sauers; Noes – none; Abstain – none; motion carried.

e. Appointment of Village Marshal: Leon Anzia: Boehnlein made a motion to approve the Leon Anzia as Village Marshal. Motion was seconded by Gottsacker. Ayes-Boehnlein, Borden, Anzia, Gottsacker, Gotcher, and Sauers; Noes – none; Abstain – none; motion carried. Boehnlein made a motion to appoint Rose Sauers as the Belgium Area Chamber of Commerce Tourism Representative. Motion was seconded by Gotcher. Ayes-Boehnlein, Borden, Anzia, Gottsacker, Gotcher, and Sauers; Noes – none; Abstain – none; motion carried

f. Plan Commission / Architectural Review Appointments Including Trustee Appointment: Boehnlein made a motion to approve the Plan Commission Committee Appointments as listed below with Gottsacker as Alternate Chairperson. Motion was seconded by Sauers. Ayes-Boehnlein, Borden, Anzia, Gottsacker, Gotcher, and Sauers; Noes – none; Abstain – none; motion carried.

g. Board of Review Appointments: This item will be addressed at the Board of Review meeting scheduled for May 14.

h. Zoning Board of Appeals Appointments: Boehnlein made a motion to approve the Zoning Board of Appeal Appointments as listed below. Motion was seconded by Sauers. Ayes-Boehnlein, Borden, Anzia, Gottsacker, Gotcher, and Sauers; Noes – none; Abstain – none; motion carried.

i. Ad Hoc Appointments: Boehnlein made a motion to have one Ad Hoc Committee with the following appointments. Motion was seconded by Gotcher. Ayes-Boehnlein, Borden, Anzia, Gottsacker, Gotcher, and Sauers; Noes – none; Abstain – none; motion carried.

j. Review “Village of Belgium Elected & Appointed Officials Handbook”: Boehnlein explained the purpose of the handbook to be used as a guide for all Village Trustees and appointed official. The handbook was briefly reviewed. Lesar highlighted and explained a few key points.

k. Review current compensation for Board members, Committees, and Commissions: Boehnlein made a motion to approve the following compensation per meeting: Village Board Meetings - $60, Committee and Commission meetings - $40. Motion was seconded by Gotcher. Ayes – Boehnlein, Anzia, Borden, Gotcher, Gottsacker, and Sauers; Noes – none; Abstain – none. Motion carried.

Motion to Adjourn: A motion to adjourn at 7:27 pm was made by Borden and seconded by Sauers. Ayes – Anzia, Boehnlein, Borden, Gottsacker, Sauers, and Gotcher; Noes – none; Abstain – none. Motion carried.
