Village of Tolono Board of Trustees met February 20. 

Here is the minutes as provided by the board:

The Village of Tolono Board of Trustees (“Board”) met on February 20, 2018. President Rob Murphy called the meeting to order at 6:33pm. Roll call found the following trustees present: Anna Morris, Ryan Perry, Jared Ping and Terrence Stuber. Trustees Vicki Buffo and Jacquie Miller were absent. Also present were Clerk Brandy Dalton, Treasurer Robert Kouzmanoff and attorney Marc Miller.


President Murphy led the Pledge of Allegiance. Pastor Ken Young gave the invocation.

Public Comments

-Mike Woodworth spoke about his idea of a gold cart parade during Tolono Fun Days.

-The Children in Action from the First Baptist Church told a few reasons why they appreciate the Board and employees and presented gifts appreciation gifts they made.

-Mark Sheldon, Champaign County Recorder and Jon Rector, candidate for Champaign County Clerk were present to introduce themselves.

-Ed Gregg, Jeff Buckler and Matt Talbott were present as owners of local bars to speak on the subject of the proposed new liquor ordinance. Gregg stated that he was disappointed that he was not aware of any changes until he read it in the newspaper. Buckler said that late Sunday sales is killing his food sales and believes there is enough room down town for everyone. Matt Talbott said that he is guilty of loud music, but wants to be a good citizen and encourages anyone with a problem with his business to come talk to him. All 3 bar owners disagreed that any loud music is happening after 1am, with most of it being shut down by 11pm or 12am.

Reports

Engineers:

-President Murphy said that C2 Engineering is going to do a free assessment of the roads in Tolono and the looping project is being revised.

Treasurer:

Motion by Stuber, second by Perry to approve the bills as presented. Roll call: Morris, yes; Perry, yes; Ping, yes; Stuber, yes. Motion passed unanimously.

Motion by Ping, second by Perry to approve the sewer credit for 209 N. Condit St. for $51.84. Roll call: Morris, yes; Perry, yes; Ping, yes; Stuber, yes. Motion passed.

Approval of Prior Minutes

Motion by Perry, second by Stuber to approve the minutes of the regular session meeting and the public hearings, held February 6, 2018. Roll call: Morris, yes; Perry, yes; Ping, yes; Stuber, yes. Motion passed unanimously.

Motion by Perry, second by Ping to approve the minutes of the executive session meeting, held February 6, 2018. Roll call: Morris, yes; Perry, yes; Ping, yes; Stuber, yes. Motion passed unanimously.

Old Business

The Liquor Ordinance 2018-O-5 was tabled until the next meeting to give the bar owners time to look over it.

The copier proposals are to be ready for the meeting March 6, 2018.

Kouzmanoff said that the company that wanted to replace the boiler and add an on-demand water heater was Mattex, and he still has not heard back from them.

New Business

Motion by Perry, second by Ping to approve the resignation of Jacquie Miller from the Board. Roll call: Morris, yes; Perry, yes; Ping, yes; Stuber, yes. Motion passed unanimously.

Murphy did not have the job description for high school workers, so this item was tabled.

Nuisance and Tickler Files

Attorney Miller said that third letters were mailed from his office today.

Miscellaneous

-The Board wants to add Junior Trustees. Attorney Miller will write up a policy.

- Regarding the Planning & Zoning Ordinance, the Planning Commission has to look at it. There will have to be an ad in the paper and a Public Hearing. The Board thinks the term should be less than 7 years, and only 5 members.

-Trustee Ping brought up the overtime being paid out to part-time employees. There was $820 paid in overtime to part-timers in January. He wants to change that policy.

Motion by Stuber, seconded by Ping to adjourn the meeting at 7:36pm. Motion carried unanimously via voice vote
