City of Champaign Board of Fire and Police Commissioners met Dec. 18.

Here is the minutes provided by the Commissioners:

Members Present: Anthony Bruno, Chair; Kim Nystrom, Secretary

Members Absent: Lekevie Johnson, Vice Chair

Staff Present: Amanda Farthing, Assistant HR Director; Joe Gallo, Deputy Chief of Police; Karen Hampton, HR Specialist; Gary Ludwig, Fire Chief; Dorval Norwood, Deputy Fire Chief; Lisa Raymond, Administrative Assistant

Cal to Order

Chair Bruno called the meeting to order at 4:15 p.m., and noted that a quorum was present,

Approval of Minutes

Chair Bruno asked if there were any additions or corrections to the regular meeting minutes from November 27, 2017. Hearing none, the minutes were approved.

Correspondence

There was no correspondence for the Board to review.

Old Business

The single item of Election of Officers carried over to today's meeting. The Board will not take any action on this item until there is a full Board present.

New Business

The Board reviewed the memorandum from Lisa Raymond, Administrative Assistant, dated December 12, 2017, to approve the Testing Calendar for 2018 through 2021. Chair Bruno motioned that the calendar be adopted, and Secretary Nystrom seconded the motion. There was no discussion. The motion passed 2-0.

Recommendations for Hire, Promotion, Removal, and for Class A or B Commissions

The Board reviewed memorandums from Police Chief Anthony Cobb recommending that the following five Probationary Police Officers be promoted to Police Officers and issued Class A commissions: Jordan Wells, Ryan McCoy, Jherion Broadnax, Carmine Romano, and James Warren. Chair Bruno moved to approve the Police Department’s recommendations to approve the promotions; Secretary Nystrom seconded the motion. There was no discussion. The motion passed 2-0.

The Board Agenda included a request from the Fire Department to hire a Probationary Firefighter, Fire Chief Gary Ludwig spoke before the Board and said that the Fire Department wished to withdraw the request as it was made on the fact that they anticipated an opening based on a pension hearing which did not occur, Chair Bruno noted that also included in the agenda was a memo from Chief Ludwig to promote three individuals and asked if it would also follow (being withdrawn), Chief Ludwig said the pension hearing was for a Captain, and if he would have received a pension disability, it would have opened up Captain, Lieutenant, and Engineer positions. Chair Bruno asked if the Fire Department was withdrawing both requests. Chief Ludwig confirmed, and Chair Bruno stated that those requests were withdrawn,

The next regularly scheduled meeting for the Board will be January 22, 2018.
