Champaign County Board Highway & Transportation Committee met November 3.

Here is the minutes provided by the Committee:

I. Call to Order

Committee Chair Cowart called the meeting to order at 9:00 a.m.

II. Roll Call

A verbal roll call was taken and a quorum was declared present.

III. Approval of Agenda/Addendum

Motion by Mr. Summers to approve the agenda; seconded by Mr. Weibel. Upon vote, the Motion Carried unanimously.

IV. Approval of Minutes – September 8, 2017

Motion by Mr. Summers to approve the minutes of the September 8, 2017 meeting; seconded by Mr. McGuire. Upon vote, the Motion Carried unanimously.

V. Public Participation

VI. Communications

None

VII. County & Township Motor Fuel Tax Claims – September & October 2017

Motion by Mr. Weibel to receive and place on file the County and Township Motor Fuel Tax Claims for September & October 2017; seconded by Mr. McGuire. Upon vote, the Motion Carried unanimously.

VIII. Newcomb Township-Petition Requesting and Resolution Approving Appropriation of Funds from the County Bridge Fund, Section #17-16044-00-BR.

Mr. Cooper discussed the replacement of an existing culvert in Newcomb Township; he said the replacement would be a concrete box culvert.

Motion by Mr. McGuire to approve the resolution; seconded by Mr. Weibel. Upon vote, the Motion Carried unanimously.

IX. Compromise Township-Petition Requesting and Resolution Approving Appropriation of Funds from the County Bridge Fund, Section #17-06045-00-BR.

Mr. Cooper informed the committee a culvert also needs replaced in Compromise Township.

Motion by Mr. McGuire to approve the resolution; seconded by Mr. Weibel. Upon vote, the Motion Carried unanimously.

X. Resolution Appropriating County Motor Fuel Tax Funds for County Roads Maintenance Section #18- 00000-00-GM.

Mr. Cooper discussed the 2018 Fiscal year County General Maintenance Program. He stated the maintenance funds are for signs, materials for pot holes/cracks and sealant. Mr. Weibel asked if adjustments could be made. Mr. Cooper stated the estimated numbers could be adjusted. Mr. Summers asked about the price of salt per ton. Mr. Cooper stated that the last couple of years Champaign County has received the state approved price for salt. Mr. Stohr asked about the use of boiler slag. Mr. Cooper explained that it is surface coating applied to help extend the life of the road.

Motion by Mr. Weibel to approve the resolution; seconded by Mr. Summers. Upon vote, the Motion Carried unanimously.

XI. Resolution Appropriating County Motor Fuel Tax Funds for the Salary and Estimated Expenses of the County Engineer for January 1, 2018 thru December 31, 2018.

The committee discussed the 2018 salary resolution for the County Engineer. Mr. Cooper stated he enjoys working for Mr. Blue and Mr. Blue has applied for and received many appropriated dollars for Champaign County. Ms. Cowart agreed that Mr. Blue has done a good job for Champaign County. Mr. Summers stated that Champaign County seems to have relatively good funding compared to adjacent counties. Mr. Summers said that Mr. Blue has been able to apply for and receive grants for Champaign County.

Motion by Mr. Weibel to approve the resolution; seconded by Mr. Summers. Upon vote, the Motion Carried unanimously.

XII. Other Business

A. December Meeting Date

Motion by Mr. Weibel for Jeff Blue, County Engineer to cancel the December Highway Meeting unless there was important business; seconded by Mr. McGuire. Upon vote, the Motion Carried unanimously.

XIII. Chair’s Report

None

Ms. Petrie asked Mr. Cooper if Champaign County has been receiving the full amount of state funding. Ms. Petrie also asked about the replacement of signs in the county and if enlarging fonts and the location/placement of signs has been considered. Mr. Cooper stated that new larger signs with increased fonts were replaced in Champaign County. The county replaces signs based on the MUTCD (Manual on Uniform Traffic Control Devices). Ms. Petrie encouraged Mr. Blue and the committee to examine the research regarding traffic signs not keeping up with the aging population. Mr. Cooper replied the county must comply with the state manual to receive state funding. Ms. Carter said the county has been receiving the allotted funding from the state.

XIV. Designation of Items to be Placed on Consent Agenda

Ms. Cowart stated that items VIII, IX, X, and XI are to be placed on the consent agenda.

XV. Adjournment

There being no further business, Ms. Cowart adjourned the meeting at 9:28 am.
