City of Champaign Plan Commission met May 3.

Here is the minutes provided by the Commission:

Meeting was called to order at 4:00 p.m.

Roll Call:

Members Present: Wakefield, Kroencke, Cole, Dudley, Stauffer

Staff Present: Kowalski, Phillips, Marino, Lowe, Yu

Minutes:

The minutes of the March 15, 2017 meeting were unanimously approved and accepted as submitted.

Staff is sworn.

Case PL 17-0016 Section 37-164 Public Utilities and Roads as a Use and Section 37-606 Standards for Freestanding Telecommunication Towers Text Amendment

Case PL 17-0017 Champaign Zoning Ordinance, Article IV “Planned Developments” Text Amendment

The public hearing is opened for cases PL17-0016 and PL17-0017 continued to May 17, 2017.

Cole: Moves that cases PL 17-0016 and PL17-0017, which have been opened, be continued to the next regularly scheduled meeting of this Commission on May 17, 2017. Kroencke: Seconds. Unanimous “yes” vote.

PL 17-0018 Preliminary Plat for Phase 2 and 3 of Carle at the Fields Subdivision

Marino: This is the Preliminary Plat for Phases 2 and 3 of the Carle at the Fields Subdivision. This is a continuation of the original preliminary plat for Phase 1 which was approved by the Commission in July 2016. This is at the northwest corner of the Curtis Road Interchange. An aerial photo of the subject project is shown and explained. The Curtis Road Interchange Overlay Master Plan area is explained. The Future Land Use Map is displayed.

The Overall Development Plan was approved in July of 2016. An overall development plan is a requirement of the Curtis Road Overlay District. Jeff explains the overall development plan and what is included in the plan.

Jeff recaps Phase 1 and explains where Phases 2 and 3 are located. Phases 2 and 3 are what is being reviewed today. The site design requirements for the Curtis Road Overlay District that will addressed in Phases 2 and 3 are explained. This will include the outdoor community gathering space that will be around the detention basin. This gathering space will include benches, trees, trails, and other amenities. There is a requirement for a certain amount of square footage for this gathering space per development based on the overall size of the development.

In Phase 3 there will be two new roads, to be named later, this area will be the retail development, a hotel, and will also have an outdoor community gathering space. They are meeting the requirements of the overlay district. Jeff explains the infrastructure improvements that will be made by the developer.

Staff is recommending that this preliminary plat be forwarded to City Council with our recommendation for approval. Any questions?

Nick Crompton 2411 Wendover Place, Champaign is sworn in. I am the Director of Construction at Carle. I would like to say we appreciate the effort of the Planning Department as we go through this. We are very excited as we continue our development at Carle at the Fields and if there are any questions I am more than happy to answer them. We are very excited and wanted to say thank you to the Commission and the Planning Department.

Dudley: Any questions? Seeing none.

Cole: I move that we forward case PL 17-0018 to the City Council with our recommendation for approval. Kroencke: Seconds. Unanimous “yes” vote.

Kowalski: This will go to City Council Tuesday, May 16, 2017.
