VILLAGE OF SIDNEY BOARD OF TRUSTEES MEETING July 5, 2016

The Sidney Village Board met on the above date for the regular monthly meeting. President White called the meeting to order at 7:00 p.m. with the Pledge of Allegiance. The following trustees were present: Arrasmith, McCloud, Finn, and Schluter. Village Clerk Moore, Supervisor of Operations Bennett, and Treasurer Reinhart were also present. Trustees Roberts and Cokley and Attorney Hendren were absent.
Trustee Schluter moved that the minutes of the June 6, 2016, Board of Trustees regular meeting, the June 20 special meeting, and the June 20 closed session be approved. Trustee McCloud seconded the motion. The motion carried with all ayes on a roll call vote.
PUBLIC COMMENTS:
Mike Roy of the Sidney Improvement Group reported on the plans for Sidney Fun Daze and passes out an agenda of the two days' activities. There will be a petting zoo after the kiddie tractor pull, which is new this year. Profits made will got the Unity East School backpack program and possibly to the Lions Club Park. SIG is talking about taking over the Lions Club Park and will be talking to the Village Board about that once Fun Daze is over. Discussion was held about the Village donating funds to Fun Daze. Trustee McCloud said that she would rather the Village wait until after Fun Daze is over to see what might be needed in view of the fact that the Village has many expenses coming up, such as a new building and codification. Also, SIG has a healthy bank account. Trustee Finn said he did not want to forget SIG or let Fun Daze or SIG die. Trustee McCloud stated that originally the Village's donation went to pay for the fireworks and then the laser light show and that Fun Daze profits were to go to fund the rest of SIG's activities for the year, such as Halloween, Christmas, and Easter. It was decided to wait until the August Board meeting to make a decision on a donation.
Keith Kropp said that the car show, which takes place during Fun Daze, is not a part of SIG. He organizes it and the entry fees are used for the prizes with the remainder being donated to the Sidney Fire Department for a thermal imaging camera.
Marcia Clifford, General Code, presented her company's proposal for codification services. She had been here two years ago and looked over the Village's ordinances and how they are organized. The project would take 12-18 months to complete. The pricing is less than it was two years ago when her company presented its proposal then. It would be paid in five payments. The final result would be bound in three hard copies and on-line, which could be linked to the Village website. There is also an application for people to access the code when in the field. General Code has Oakwood and Bement as current clients, and Ms Clifford is going to send Trustee McCloud a list of other clients in Illinois.
PRESIDENT WHITE'S COMMENTS
President White said that there was nothing new on the Illinois American Water Company intervention or the Verizon cell tower.
The Board decided not to donate to the countywide electronics collection until more is known on what the state is going to do. There is a possibility that the October collection at Parkland might not take place.
President White had received a letter about a dog that had been deemed :dangerous” by the Champaign County Animal Control. According to the new ordinance, no “dangerous” dogs can be in the Village limits. President White will ask Attorney Hendren to write a letter to the Village resident requesting her to get rid of the dog.
CIMOA meeting will be in Gibson City on July 21.
The American Legion Post's flag retirement program went very well and the Legion appreciated the blocking of downtown David Street for the ceremony. Trustee Schluter brought a flag he found in his new house and found out it was a 48-star flag, which he then donated to the Legion.
Trustee Schluter is going to go to the Illinois Municipal League's convention in Chicago in September. Trustee Arrasmith moved that the Village pay his registration and hotel costs not to exceed $800. Trustee Finn seconded the motion; the motion carried with all ayes on a roll call vote.
Keith Kropp is interested in renting a room in the Community Building for a piece of equipment for his business. Trustee Arrasmith moved that the Village rent the room (the old library) for $200 a month to Redneck Apparel. Trustee McCloud seconded the motion; the motion carried with all ayes on a roll call vote. Attorney Hendren will be asked to draw up a contract. The Village will put a door on the west side of the room.
The members of the zoning board will be discussed at the August meeting.
ATTORNEY HENDREN'S COMMENTS:
Attorney Hendren was absent, but Clerk Moore had the Appropriations Ordinance ready for approval after receiving it from his office. Trustee Arrasmith moved the Village approve the Ordinance 2016-05, 2016-2017 Appropriation Ordinance of the Village of Sidney, Champaign County, Illinois, as presented. Trustee Finn seconded the motion; the motion carried with all ayes on a roll call vote.
EARL BENNETT'S REPORT
The back of a bench on the west side of the downtown area was broken off, and Supervisor Bennett presented three options for replacement. Trustee Arrasmith moved that a recycled plastic bench be purchased at a cost not to exceed $1,000. Trustee Finn seconded the motion. The motion carried with three ayes and one abstention (McCloud) on a roll call vote.
Hydrants have been flushed.
Supervisor Bennett will be taking vacation in the next two months.
FINANCE REPORT
Trustee McCloud reported on her codification efforts. She had asked Illinois Codification to present, but he said he had already made a presentation (2 years ago) and he was very busy. Trustee McCloud is going to compare the two companies by price and what the provide and is going to check with both companies' clients for assessments.
The financial reports were read by Trustee McCloud. After reading them, Trustee McCloud moved that the bills be paid. Trustee Schluter seconded the motion. The motion carried with all ayes on a roll call vote.
STREETS AND ALLEY
Dennis Cummins, engineer, reported that the MFT reports had been sent to the state but haven't heard back yet. Illiana Construction will begin August 1 oiling and chipping the roads.
A long discussion was held on the stop sign on Sunset and Austin and the problems it is causing for the road. Two fixes were discussed with one being much higher. Trustee McCloud moved that the attorney draw up an ordinance for the August meeting to remove the stop sign going north and south on Sunset-Austin. Trustee Schluter seconded the motion. The motion carried on a roll call vote with three ayes and one nay (Arrasmith). Trustee McCloud moved that road work be done on Sunset and Austin not to exceed $3,000. Trustee Finn seconded the motion; the motion carried with all ayes on a roll call vote.
WATER/SEWER/UTILITY
2,709,745 gallons of water were pumped in June with a daily average of 90,324 gallons.
$30,574.76 was received in June with $9,541.01 in sewer planning money. 112 penalty bills were sent.
PUBLIC PROPERTY
One building permit was issued to Tyler Bickers, 608 Clovis Court, room addition, permit #690, $150.
One tree had been partially taken down.
Nothing to report on ESDA.
Trustee Schluter reported that the Township is getting estimates for asbestos removal and demolition of the Sidney Town Hall.
Trustee Arrasmith reported on unlicensed vehicles and/or junk at 104, 106, and 108 W. Byron and on Linda Lane. Clerk Moore will send letters to the residents of the properties. A lien will be filed on a property on Victory for mowing that was done.
PARKS AND RECREATION
Trustee McCloud volunteered to look at parks with Supervisor Bennett to see what needs to be done at each one. She also reported the fund raiser went well and everything has been ordered that was planned.
COMMUNITY DEVELOPMENT
Supervisor Bennett reported that the new manger of Crop Production Services had asked if the Village could supply the company with more water and a bigger water line. Supervisor Bennett told him that he did not think that the Village could do that without taking water away from Village residents. CPS used over 150,000 gallons on one of its two meters last month.
