Illinois' State Universities Retirement System (SURS) system is seeking candidates for the Champaign-based job of chief investment officer (CIO) of its board of trustees, a position involving investment oversight and administrative reporting to the board’s executive director.
Major tasks for the CIO comprise responsibility for management of the city’s $16.5 billion portfolio; implementation of an investment strategy to support the SURS Board of Trustees, and close collaboration with the board.
The new CIO will direct selection and performance of external asset managers as well as manage staff and consultants. The successful candidate will also be tasked with reporting to the board, state legislature and acting as liaison with other stakeholders.
Long-term goals involve providing a fully funded, affordable retirement system ensuring secure and adequate disability, survivor and retirement benefits to retirees and beneficiaries.
Qualified candidates will bring at least 10 years of experience with investment portfolio management and/or manager evaluation, including five or more years of practice in investment firm management. Familiarity with plans of the scope and size of SURS, a proven record of collaboration with boards and committees, successful staff relationships, and exceptional communications skills are required.
Additionally, strong leadership and presentation skills incorporating diplomacy and assertiveness are preferred. “Must be able to think on your feet and deliver a strong, credible message to the audience,” the job description states, noting that the ability to multitask and stay calm under pressure is highly desirable.
The Board is comprised of 11 members: four appointed by the Governor; four contributing members elected by contributing SURS members; two annuitants elected by the annuitants of SURS, and the chair of the Illinois Board of Higher Education.
