Champaign earns perfect score on Human Rights Campaign's Municipal Equality Index for fourteenth year

The City of Champaign has received a perfect score on the Human Rights Campaign’s 2025 Municipal Equality Index (MEI), marking the fourteenth consecutive year it has achieved this distinction. The MEI evaluates municipalities across the United States on their efforts to promote and protect LGBTQ+ inclusivity through laws, policies, and services.

Mayor Deborah Frank Feinen commented, “The City of Champaign is proud to once again earn a perfect score on the Municipal Equality Index. This recognition reflects the City’s ongoing work to build a community where LGBTQ+ residents feel respected, supported, and safe. The City Council’s commitment to equality continues to shape policies that strengthen inclusion and celebrate the diversity that makes our community a place everyone can truly belong.”

Kris Koester, Champaign’s LGBTQ+ Liaison, stated, “We are pleased to be recognized by the Human Rights Campaign. We know that perfect scores on the Municipal Equality Index do not happen by accident. Intentional inclusivity and inclusive progress are part of what the City of Champaign builds upon every day, from policy to practice. Our community is stronger when everyone plays a part in it, and we remain dedicated to fostering a welcoming and inclusive place for all.”

The MEI reviews cities in several areas including nondiscrimination laws, municipal employment practices, city services, law enforcement engagement with LGBTQ+ communities, and leadership in advancing equality initiatives. In its 14th annual assessment cycle, hundreds of American cities were evaluated against 49 criteria measuring their commitment to these principles.

In 2025, more than 25 percent of participating cities—130 in total—earned a perfect score of 100 points. Additionally, 76 cities scored over 85 points even though they are located in states lacking explicit non-discrimination protections for sexual orientation or gender identity.

Champaign officials state they will continue developing policies and practices aimed at ensuring all residents feel welcome and valued within the community.
