City of Gibson City Council met Sept. 22
Here are the minutes provided by council:
The meeting was called to order at 7:00 p.m. by Mayor Dickey, in City Hall Council Chambers.

Pledge led by Alderman Roesch.
Motion to approve Minutes of September 8th, 2025, made by Alderman Roesch, Alderman Miller seconded the motion, motion carried 6/0.
Visitors: Matthew Burns, David Rodriguez, David Walton, Alan Anderson and Mindy Basi.
• David Rodriguez presented the description of a new business that he would like to open, located at 528 ½ Sangamon. Mr. Rodriguez has filled out the liquor license. This will be reviewed, and the approval process will begin.
• Matthew Burns was in attendance and gave an update on the mapping meetings. Matthew reported that these sessions have been well attended and encouraged anyone to attend future meetings.

Approval of Bills:
Motion made by Alderman Hankes to pay general bills in the amount of $421,992.05. 2nd made by Alderman Miller, motion carried 6/0.
TIF 2 check for $81,678.09 was approved. Motion made by Alderman Wyant, Second by Alderman Roesch. Motion carries 6/0.
Downtown TIF payment in the amount of $10,000.00. Motion made by Alderman Davis, 2nd by Alderman Roesch. Alderman Wyant abstained. Motion carries 5/0.
New Business:
A. Council was presented with 25-O-12. This was approved at a previous meeting but was on the agenda to approve the payment. This was a Downtown TIF payment to the Gibson Restoration Association in the amount of $20,000. Motion by Alderman Hankes, second by Alderman Roesch. Alderman Wyant abstained. Motion carried 5/0.
B. Assistant Superintendent, Rich Nolte, addressed the council regarding the Christmas banners that are displayed downtown, during the holiday season. At this time, these banners are in disrepair and in need of replacement. Mr. Nolte was able to ascertain a bid from Aftershock in Fairbury for the cost of the replacements. This was shared with the council and will appear on the agenda for the October 7th meeting.
Alderman Tongate took a moment and recognized Mr. Nolte for his continued service and dedication to the city. Alderman Tongate expressed appreciation for his preparedness during the car cruises and other city events.
