City of Gibson City Council met Sept. 8
Here are the minutes provided by the council:
The meeting was called to order at 7:00 p.m. by Mayor Dickey, in City Hall Council Chambers.

Motion to approve Minutes of September 8th, 2025, made by Alderman Hankes, Alderman Roesch seconded the motion, motion carried 7/0.
Visitors: Matthew Burns, Donohue Engineering.
Treasurer’s Report: Vickie Lorenzen gave the treasurer’s report
Committee Reports: Alderman Sarantakos reported that Pre- Bidding for the pool project will take place on 9/24/25 @ 10:00 a.m. in the council chambers. Bidding will open on 10/13 @ 10:00 in the council chambers as well. All information for the OSLAD grant has been gathered and the grant has been filed.
Admin Reports: Meg Fairchild reported that the pool fund balance is $247,577.92. Additionally, water billing will be transferred to post cards on the next billing cycle. Email billing will also be available for the residents, if they so choose. The savings from this change will cover the $.08 per payment that is assessed by the service provider.
Approval of Bills:
Motion made by Alderman Miller to pay general bills in the amount of $408,811.74. 2nd made by Alderman Sarantakos, motion carried 7/0.
TIF 2 check for $1947.70 was approved. Motion made by Alderman Hankes, Second by Alderman Sarantakos. Motion carries 7/0.
New Business:
A. Council was presented with 25-O-11. This was approved at a previous meeting but was on the agenda to approve the payment. This was a Downtown TIF payment to Bill Kruse in the amount of $10,000. Motion by Alderman Hankes, second by Alderman Roesch. Motion carried 7/0.
B. Motion was made by Alderman Wyant with a second by Alderman Sarantakos to approve 25-O-12 to amend utility deposits. This would no longer be required by individuals who rent. This has been shifted to the landlord as they can require a deposit if they would like.
C. Donohue Engineering presented four task orders that needed to be completed for the sewer department.
• 1. The first task order is to update the storm sewer map. There will be one placed in the council chambers and copies will be provided. This will allow Sewer Superintendent John Bobera the ability to track and document repairs.
• 2. With the impending upgrade coming, the first step is to create a project plan. This project plan will be used to apply for a grant to apply to the cost of the upgrade.
• 3. Permit renewal for wastewater must be renewed every five years. This is the third task order reviewed.
• 4. 7th and Guthrie project that will work on ditches and culvert maintenance.
D. Alderman Sarantakos asked council for the ability to decorate the pots at the welcome sign for the Harvest Fest, not to exceed $200.00. Motion made by Alderman Sarantakos, second bvy Alderman Tongate. Motion carries 7/0.
E. Motion to adjourn made by Alderman Davis, second by Alderman Roesch. Meeting adjourned.
