Champaign County Board Highway Committee met Sept. 5

Here are the minutes provided by the committee:

Committee Members

Present: Jon Cagle, Samantha Carter, Jake Fava, Ed Sexton, Matt Sullard

Absent: Lorraine Cowart, Brett Peugh

County Staff: Jeff Blue (County Engineer), Jenni Marner (Assistant County Engineer), Ryan Mumm (Assistant County Engineer), Michelle Carter (Office Manager/Accountant)

I. Call to Order and Roll Call

Committee Vice-Chair Sexton called the meeting to order at 9:09 AM. A verbal roll call was taken, and a quorum was declared present.

II. Approval of Agenda/Addendum

MOTION by Sullard to approve the agenda; seconded by Cagle.

Upon vote, the MOTION CARRIED unanimously.

III. Approval of Minutes – August 8, 2025

MOTION by Sullard to approve the minutes of the August 8, 2025, meeting; seconded by Cagle.

Upon vote, the MOTION CARRIED unanimously.

VII. New Business

A. County & Township Motor Fuel Tax Claims August 2025

MOTION by Sullard to receive and place on file the County and Township Motor Fuel Tax Claims for August 2025; seconded by Cagle.

Upon vote, the MOTION CARRIED unanimously.

B. Compromise Township, Section #24-06141-00-BR Bid Tab Results

Blue discussed the bid tab results from a recent letting, for Compromise Township, Section #24-06141-00-BR. Six contractors submitted bids with Tobey’s Construction submitting the lowest bid, 24% under the engineers estimate. Tobey’s Construction was awarded the contract and they want to complete the project this fall.

C. Resolution Appropriating $750,000 from County Bridge Funds for the Replacement of Structure #010-0068, County Road 23, Section #25-00155-00-BR Blue stated there is a bridge located on CH 23 north of Dewey that needs replaced. The estimated cost of replacement is $750,000.00. Blue wants to have the letting next year in the fall or winter.

MOTION by Carter to approve the Resolution; seconded by Sexton

Upon vote, the MOTION CARRIED unanimously.

D. Resolution for Improvement Under the Illinois Highway Code, County Highway 6, Section #25-00475-00-RS

Blue discussed the resolution for Cold in Place Recycling on County Highway 6. He hopes the project will be completed next year with an estimated cost of $5,000,000.

MOTION by Sullard to approve the Resolution; seconded by Carter.

Upon vote, the MOTION CARRIED unanimously.

VIII. Other Business

Blue said he will not be at the October 10, 2025, Highway Committee Meeting. A meeting is still necessary for the C-CARTS presentation.

X. Designation of Items to be Placed on the Consent Agenda

Sexton stated that items VII-C and D, be placed on the consent agenda.
