City of Gibson City Council met Aug. 25

Here are the minutes provided by the council:

The meeting was called to order at 7:00 p.m. by City Clerk, mayor Dickey was absent, in City Hall Council Chambers.

Roll Call:

Pledge led by Alderman Davis.

Motion was made by Alderman Wyant to appoint Alderman Davis Mayor Pro Tem. Second by Alderman Tongate. Motion carries 8/0

Motion to approve Minutes of August 11, 2025, made by Alderman Miller, Alderman Roesch seconded the motion, motion carried 8/0.

Visitors: Stacy Hildebrandt, Brandon Hildebrandt, Brandon Zumwalt, Dawn Reynolds, David Walton, Alan Anderson, Brooke Freers, Ellen Hankes, Steve Kelly, Billie Jo Denny, Dale Denny, Victor Vasquez, Tom Bennett, Chuck Aubry, Jeremy Darnell, Rob Schmidt, Bill Kirby and Matthew Burns.

Jeremy Darnell presented an overview of (GGAEA) the Greater Gibson Area Economic Alliance. This group was formed to focus on economic development of Gibson City. The group will hold 5 open meetings on 9/3,9/10, 9/17, 9/24, and 10/1 at the GCMS High School. The information gathered at these meetings will be utilized in the plans moving forward.

Victor Vasquez was in attendance representing the Knights of Columbus. He inquired about holding their Tootsie Roll drive September 19th and 20th at the intersection of Rt 47/9/54. Council agreed to this request.

Treasurer’s Report: N/A

Committee Reports: Alderman Sarantakos gave a summation of the minutes from the Park,

Building and Technology Committee meeting.

• The pool is closed for the year, and the water has been turned off.

• Storage may become an issue during the construction of the new pool, as it will be running concurrently with the seasonal function of the existing pool.

Alderman Sarantakos reported that she is anticipating the ability to accommodate this need.

• The initial posting for bidding will be in the New Gazette on 8/27. Pre-Bid meeting will be held in the council chambers on 9/24 at 10:00 am. Bids open on 10/13/2025 at 10:00 am in the council chambers; Mayor Dickey, City Superintendent Tyler Martin and the press will be in attendance.

• Ideally the pool would break ground in the spring.

• Alderman Sarantakos announced the need for letters of support from individuals; this will enhance the possibility of receiving a grant. Letters are due at City Hall by September 5th.

Admin Reports: N/A

Approval of Bills:

Motion made by Alderman Wyant to pay general bills in the amount of $413,970.05 2nd made by Alderman Sarantakos, motion carried 8/0.

New Business:

A. Council was presented with Resolution R-03-25. This resolution was for the authorization and commitment of funds for the OSLAD grant. The OSLAD grant was applied for in hopes of attaining funding for the pool project. Motion made by Alderman Sarantakos, Second by Alderman Tongate to pass this resolution. Motion carried 8/0.

B. The Harvest Fest committee was in attendance asking for the ability to have road closures on Sangamon Ave from 7th St to 9th St on September 12th and 13th as well as 8th and 9th on September 11th. These closures will accommodate Harvest Fest activities including the carnival. Vendors would like to set up in the lot behind City Hall. Dale Denny assured council that there will be an emergency lane available. Motion made by Alderman Roesch, Second by Alderman Sarantakos to grant these closures. Motion carried 8/0

C. Motion made to adjourn by Alderman Roesch, second by Alderman Fisher. Meeting adjourned.
