Champaign County Board Highway & Transportation Committee met Aug. 8

Committee Members

Present: Jon Cagle, Lorraine Cowart, Brett Peugh, Ed Sexton, Matt Sullard

Absent: Samantha Carter, Jake Fava

County Staff: Jeff Blue (County Engineer), Michelle Carter (Office Manager/Accountant)

I. Call to Order and Roll Call

Committee Chair Cowart called the meeting to order at 9:20 AM. A verbal roll call was taken, and a quorum was declared present.

II. Approval of Agenda/Addendum

MOTION by Sullard to approve the agenda; seconded by Sexton.

Upon vote, the MOTION CARRIED unanimously.

III. Approval of Minutes – May 9, 2025

MOTION by Sullard to approve the minutes of the May 9, 2025, meeting; seconded by Cagle.

Upon vote, the MOTION CARRIED unanimously.

VII. New Business

A. County & Township Motor Fuel Tax Claims May, June, & July 2025

MOTION by Sullard to receive and place on file the County and Township Motor Fuel Tax Claims for May, June, and July 2025; seconded by Sexton.

Upon vote, the MOTION CARRIED unanimously.

B. Resolution for Champaign County Regional Planning Commission CUUATS Fees, Section #25-00000-00-ES

Blue requested approval of a resolution for the Champaign County Regional Planning Commission CUUATS fees for fiscal year 2025. This is an annual invoice we receive in July for the County’s portion of CUUATS. The fee for this fiscal year is $48,162.00.

MOTION by Peugh to approve the Resolution; seconded by Sullard.

Upon vote, the MOTION CARRIED unanimously.

C. Resolution for Contract Award Authority, Compromise Township, #24-06141-00-BR

Blue explained the need for a cast in place concrete box culvert located on 2700N in Compromise Township. Blue asked for award authority to be able to award the contract, as soon as possible, to the lowest responsible bidder after the letting.

MOTION by Sexton to approve the Resolution; seconded by Sullard

Upon vote, the MOTION CARRIED unanimously.

D. Petition Requesting and Resolution Approving Appropriation of Funds from the County Bridge Fund, Urbana Township, Section #25-30154-00-BR

Blue discussed a bridge located on North Cottonwood Road north of Anthony Drive in Urbana Township that needs the bridge deck replaced. The estimated cost of replacement is $700,000.

Urbana Township is prepared to pay 50% of the local cost of the replacement.

MOTION by Sullard to approve the Resolution; seconded by Sexton.

Upon vote, the MOTION CARRIED unanimously.
