The Neighborhood Programs Division has been acknowledged by the U.S. Department of Housing and Urban Development (HUD) for its participation in the Community Development Block Grant (CDBG) program in Illinois. This program supports community development efforts to build stronger, more resilient neighborhoods.

The division focuses on addressing neighborhood needs through various programs. The city annually receives around $800,000 in CDBG funding to support several initiatives:

- Planning and implementing neighborhood revitalization projects, such as the Bristol Place redevelopment.

- Managing affordable housing programs including Safety Home Repair, Home Accessibility Retrofit, and Accessibility Structure Demolition programs.

- Allocating CDBG funds to public services that aid youth and people experiencing homelessness.

- Operating the Vital Home Repair program, which offers significant home renovations for homeowners financially affected by COVID-19.
