City of Gibson City Council met Jan. 13

Here are the minutes provided by the council:

The meeting was called to order at 7:00 p.m. by Mayor Dickey in City Hall Council Chambers.

Roll Call:

Pledge led by Alderman Wyant.

Visitors:

Officers Rosenbaum & Bennett; Residents: Dave Walton, Alan Anderson, Ellen Hankes, Patrick Maus, Terry Roesch, and Mindy Basi – Ford Co. Chronicle.

Motion to approve Minutes of December 9, 2024, made by Alderman Miller, Alderman Hankes seconded the motion, motion carried 5/0.

Committee Reports:

Parks/Buildings/Grounds – Alderman Sarantakos – informed everyone that there is a new furnace at the Scout Cabin, on the new pool plans – resubmitted to IL Dept of Public Health for approval after revisions were made, and recommendation from Engineer Matt Johnson is to proceed with Bidding process. Mayor Dickey stated that was approved some time ago and when engineers are ready – please proceed. Sarantakos also stated that the GASA (formerly Rotary) has removed pickleball courts from their project list because the Middle School will be adding 2 pickleball courts in their upcoming outdoor renovations. Final comment – status of lights at the Jordan Pond Pavilion? Mayor Dickey stated it will be done in the spring.

Approval of Bills:

Motion made by Alderman Sarantakos to pay 2 TIF-2 checks in the amount of $13,735.57, 2nd made by

Alderman Miller, motion carried 5/0.

Motion made by Alderman Tongate to pay 2 TIF-3 checks in the amount of $3.253.15, 2nd made by Alderman

Sarantakos, motion carried 4 ayes, Alderman Miller abstained due to owning property in TIF 3.

Motion made by Alderman Sarantakos to pay 2 TIF-4 checks in the amount of $1,467.00, 2nd made by

Alderman Tongate, motion carried 5/0.

Motion made by Alderman Hankes to pay 2 Downtown TIF checks in the amount of $1.826.33, 2nd made by

Alderman Miller, Motion carried 4 in favor, Wyant abstained due to owning property in the Downtown TIF district.

Motion made by Alderman Sarantakos to pay General Fund checks in the amount of $245,116.85, 2nd made by Alderman Wyant. Motion carried 5/0.

New Business:

A. Discussion & Approval of Alderman Doug Parsons resignation as Alderman in Ward 3. Clerk Hall read the resignation, which cited personal scheduling conflicts as the reason. Mayor Dickey then appointed resident Terry Roesch who is also running unopposed for this seat in Ward 3 to fill the seat until the election, April 1st, 2025. Alderman Wyant made a motion to approve appointment of Roesch to fill the vacancy created by Parsons resignation, 2nd by Alderman Miller, motion carried.

Clerk Hall then administered the Oath of Office to Terry Roesch and he took his seat at the council table.

B. Discussion and Consideration of Ordinance Ratifying the previously approved Downtown TIF Agreement with Kevin Hustedt and Shawn Atkins for benefit of their opening a new bar, Falcon’s Nest, 116 N. Sangamon Avenue. This Agreement is a 60//40 split between the Developers and the City as the assessment rises. No funds are provided in advance. Clerk Hall informed council that Gwen Crawford recommends Mayor Dickey voting in all business with Downtown TIF District because we have 2 alderman owning property and abstain from votes. Motion to approve Ordinance 2025-O-01 made by Alderman Sarantakos, 2nd to the motion made by Alderman Tongate, motion carried with 6 ayes (including Mayor Dickey) 1 abstention – Alderman Wyant, and 2 aldermen absent.

Motion to Adjourn made by Alderman Hankes, second by Alderman Roesch, all in favor, meeting adjourned at 7:15 p.m.
