City of Champaign City Council met Dec. 17

Here are the minutes provided by the council:

There being a quorum present, Mayor Feinen called the meeting to order at 7:12 p.m. following the Special Township meeting.

ROLL-CALL: Present: Matthew Gladney, William Kyles, Vanna Pianfetti, Kathy Shannon, Davion Williams, Alicia Beck, Jamar Brown, Michael Foellmer, Mayor Feinen

Absent: None

SPECIAL RECOGNITION:

Steven Carter, Senior Advisor for the Illinois City and County Management Association, presented retiring City Manager Dorothy David with a certificate on behalf of the organization.

Mayor Feinen, on behalf of Senator Paul Faraci, presented CM David with a State of Illinois Certificate of Recognition in honor of her 30 years of service.

Mayor Feinen, joined by members of the City Council, presented a proclamation to CM David in honor of her service to the City of Champaign. Council comment included sentiments and appreciation regarding CM David during their time as City Council Members. CM David spoke regarding her time as City Manager and her appreciation for City Staff.

Mayor Feinen issued the Oath of Office to incoming City Manager Joan Walls.

APPROVAL OF MINUTES:

November 19, 2024 Regular Council Meeting

November 20, 2024 Community Civic Event – City Employee Awards and Service Recognition Luncheon

CM Pianfetti, seconded by CM Gladney, moved to approve the minutes. A voice vote was taken, all voted yes.

CORRESPONDENCE:

• Emails in favor of a ceasefire resolution and divestment from Isreal

• Emails in opposition to a ceasefire resolution

• Email regarding Champaign Housing Ordinance 17-4.5

• Email regarding Strides and CU at Home

CM Pianfetti, seconded by CM Gladney, moved to place the correspondence on file. A voice vote was taken, all voted yes.

PUBLIC HEARINGS:

Property Tax Public Hearing - Mayor Feinen gave a brief explanation of the purpose of the public hearing, opened the public hearing at 7:55 p.m. and invited the public to speak. No members of the audience spoke. The public hearing was closed at 7:56 p.m.

ACTION ON COUNCIL BILLS

ORDINANCES AND RESOLUTIONS:

Passed CB-2024-198, “A Resolution Designating A Portion of Kenwood Road as Honorary Daniyjah D. Staple Way (Public Works Department – Between William Street and John Street”

CM Pianfetti, seconded by CM Gladney, moved to adopt the Resolution. After a brief explanation of the Council Bill by Mayor Feinen, the following member of the audience spoke:

• Tanya Hubbard, Champaign

Council comment included the reading of a letter written by a former teacher of the honoree, and appreciation to the submitter of the designation. A roll-call vote was taken; all voted yes.

CM Pianfetti, seconded by CM Gladney, moved to consolidate CB-2024-199 and CB-2024-200. A voice vote was taken on the motion to consolidate; all voted yes.

Passed CB-2024-199, “An Ordinance Levying the Annual Taxes for General Purposes in the City of Champaign, Illinois for the Fiscal Year Beginning July 1, 2024, and Ending June 30, 2025 (Finance Department – 2024 Tax Levy)”

Passed CB-2024-200, “An Ordinance Directing The Champaign County Clerk to Abate The Tax Levies for Library Operating and Improvement Funds, the General Corporate Purpose Fund, the Illinois Municipal Retirement Fund Levy, and Federal Social Security Levy for the Tax Year 2024”

After a brief explanation of the Council Bill by Mayor Feinen, a roll-call vote was taken; all voted yes.

Passed CB-2024-201, “An Ordinance Adopting Amendments to the Building Codes of Champaign (Building Safety Codes)”

CM Pianfetti, seconded by CM Gladney, moved to adopt the Ordinance. After a brief explanation of the Council Bill by Mayor Feinen, a roll-call vote was taken; all voted yes.

CM Pianfetti, seconded by CM Gladney, moved to consolidate CB-2024-202 and CB- 2024-203. A voice vote was taken on the motion to consolidate; all voted yes.

Passed CB-2024-202, “A Resolution Approving the Preliminary Plat of Pierce Holdings Subdivision (located at the southwest corner of Neil Street and Fox Drive)”

Passed CB-2024-203, “An Ordinance Approving the Final Plat of Pierce Holdings Subdivision (located at the southwest corner of Neil Street and Fox Drive)”

After a brief explanation of the Council Bill by Mayor Feinen, a roll-call vote was taken; all voted yes.

Passed CB-2024-204, “A Resolution Accepting A Bid and Authorizing the City Manager To Execute a Contract for the Fire Station No. 5 Roof Replacement Project (Public Works Department – Advanced Commercial Roofing)”

Amount: $159,320.00

CM Pianfetti, seconded by CM Gladney, moved to adopt the Resolution. After a brief explanation of the Council Bill by Deputy Mayor Kyles, a roll-call vote was taken; the result of the vote was 8 ayes and 1 abstention (Mayor Feinen).

Passed CB-2024-205, “A Resolution Authorizing the City Manager to Execute Change Order No. 3 for the Fire Station No. 4 Dorm and Bathroom Renovation Project (Public Works Department – Pacific Construction Services LLC)”

Amount: $28,341.67

CM Pianfetti, seconded by CM Gladney, moved to adopt the Resolution. After a brief explanation of the Council Bill by Mayor Feinen, a roll-call vote was taken; all voted yes.

Passed CB-2024-206, “A Resolution Accepting A Bid and Authorizing the City Manager To Execute a Contract for the Fire Station No. 2 Roof Replacement Project (Public Works Department – Filotto Roofing, Inc.)”

Amount: $69,750.00

Workforce Diversity Incentive: $1,744.00

CM Pianfetti, seconded by CM Gladney, moved to adopt the Resolution. After a brief explanation of the Council Bill by Mayor Feinen, a roll-call vote was taken; all voted yes.

CM Pianfetti, seconded by CM Gladney, moved to consolidate CB-2024-207, CB-2024-208, and CB-2024-209. A voice vote was taken on the motion to consolidate; all voted yes.

Passed CB-2024-207, “A Resolution Approving a Local Agency Agreement for Federal Participation for the Mattis Avenue Improvements Project (Public Works Department – IDOT)”

Passed CB-2024-208, “A Resolution for Improvement of Streets by Municipalities Under the Illinois Highway Code (Public Works Department – Mattis Avenue Improvements Project) (Project No. 0561)”

Passed CB-2024-209, “A Resolution Approving an Agreement with Ameren Illinois for Electrical Facility Relocation on the Mattis Avenue Improvements Project (Public Works Department – Ameren Illinois) (City Project No. 0561)”

Amount: $2,500,000.00

After a brief explanation of the Council Bills by Mayor Feinen, the following members of the audience spoke:

Council comment included appreciation for City staff’s work on the project. A roll-call vote was taken; all voted yes.

COUNCIL AND MANAGER COMMENTS:

Council comment included addressing the requests regarding a ceasefire resolution. City Manager Walls noted that due to City Code, no meetings will be held on December 24, 2024, or December 31, 2024, and the next meeting will be held on January 7, 2025.

CM Walls also noted that the administration requests a Closed Session to discuss the Purchase of Real Property for Use by the City.

VOUCHERS:

CM Pianfetti, seconded by CM Gladney, moved to adopt the vendor payments dated November 23, 2024 through December 6, 2024 in the amount of $2,777,107.79. A voice vote was taken; all voted yes.

PAYROLL:

CM Pianfetti, seconded by CM Gladney, moved to approve the payroll dated December 6, 2024 in the amount of $2,513,353.66. A voice vote was taken; all voted yes.

INVESTMENTS: None

ADJOURNMENT:

CM Pianfetti, seconded by CM Gladney, moved to recess into Closed Session to discuss the Purchase of Real Property for Use by the City. A roll-call vote was taken; all voted yes.

The meeting adjourned at 9:45 p.m.
